The Investigative Division of the Worcester Police Department is responsible for follow-up investigations for crimes against persons and property. The major areas of responsibility are violent crimes including homicide, robbery, burglary, sexual assault and domestic violence.
As Worcester grew from a village into a small town in 18th & 19th centuries, residents had seen an increase in fires that affected the community. Guaranteed, if not caught quickly, a fire would result in a complete loss of property or worse. One example that would lead to many changes in fire protection was a fire that destroyed the house of Captain Benjamin Flagg in 1786. After the loss of his property, Captain Flagg led the charge to convince the town to buy a fire engine.
The Emergency Communications Department is responsible for operating the Emergency Communications Center, which answers 911 calls, complaint calls, switchboard calls, and dispatches Fire and Police emergency responses.

Engineering, a division of DPW, manages the planning, design, construction and preservation of the City's public infrastructure. The Division is responsible for streets and sidewalks projects, sewer programs, private street conversions, Conservation Commission and Planning Board issues, bridge construction and right of way permitting.

Housing and Health, a division of Inspectional Services, is responsible for providing a wide range of community based public health and environmental inspectional services. We handle the licensing and inspections in the areas of Food Protection, Health, Housing and Air, Water and Hazmat. Federal, State, and City ordinances require the division to enforce all public health and environmental regulations.
David C. Horne, Building Commissioner
Building and Zoning, a division of Inspectional Services, issues permits for new construction as well as repairs, additions, alterations, demolition and changes in use. Our mission is to serve the public by protecting the health, safety and environmental stability of Worcester’s business and residential community.
Permits for plumbing, gas, electrical and sheet metal work are issued by this department and all associated inspections are performed.
