The City of Worcester is governed by a Council-Manager, or Plan E, form of government with a popularly elected Mayor, 11 City Council Members and a City Manager.

The Worcester Retirement System (WRS) is a contributory defined benefit retirement system generated by MGL Chapter 32. The system provides retirement, disability and survivor benefits to the members and their beneficiaries.

The main goal of each department, division and section is simple: to provide the best services possible each day in order to produce a comfortable environment in which to live, visit and work.

Election Notice - All Members of the Worcester Retirement System:

Pursuant to M.G.L. Chapter 32 Section 20 (4) (b) an election will be held for the position of Elected Member of the Worcester Retirement Board, for a term of three (3) years to commence January 1, 2027.

All holding membership in Worcester Retirement System, including retirees, are eligible as candidates provided they file with the Worcester Retirement Board a nomination paper containing the signatures of at least 20 members of the system.

City Auditor

The primary missions of the City Auditor are to perform pre-audits of all invoices and payrolls submitted for payment by the City departments, producing timely and accurate financial reports and to enforce the City's budget.

City Clerk

The City Clerk is elected by the City Council and is the keeper of the City records entrusted to his/her care. The Clerk, when requested, attests to the validity of City records. These include records of birth, marriage, death, residency, ordinances, City Council actions, voter and business registration and many others.

City Council

Worcester's City Council consists of eleven council members, including the Mayor & Councilor-at-Large, Joe Petty. These eleven elected officials serve as the legislative body of the city. City Council members are responsible for representing the interests and needs of their city and community. There are six Councilors-at-Large and five Councilors that each represent a specific district in Worcester (Districts 1-5).
