The Planning Board's responsibilities include reviewing site plans, parking plans and subdivision plans; proposing and making recommendations regarding zoning ordinance changes; and supporting long-range planning initiatives.

Approval Not Required (ANR) Plan • Apply Now!

The division of a tract of land into two (2) or more lots shall not be deemed to constitute a subdivision within the meaning of the Subdivision Control Law if, at any time when it is made, every lot within the tract so divided has frontage and access on:

  • A public way or a way which the City Clerk certifies is maintained and used as a public way; or
  • A way shown on a plan therefore approved and endorsed in accordance with the Subdivision Control Law; or
  • A way in existence on June 26, 1939 when the Subdivision Control Law became effective in the City of Worcester.

Application Requirements:

  • Mylar of ANR Plan Reflecting any Revisions Requested by Staff
  • Two (2) Signed Application Forms
  • Check for the Application Fee Payable to City of Worcester
  • Proof of Building Age (If Using the MGL Chapter 41, 81L Exemption)

New/Change Street Numbering - Change of Address Request • Apply Now!

The Street Numbering - Change of Address Request process is to be used whenever a proposed new structure or sub address does not have an address. It can also be used if a change of address is needed. This could be for development on a vacant property, the addition of another structure to an existing property or the addition or reconfiguration of interior spaces.

Application Requirements:

  • Recorded Plan with the Properties Requiring an Address Clearly Marked (If There is a Current Address)
  • Proposed Plot Plan (If No Current Address)
  • Proposed Building and Suite Layout (If Request Includes Unit Level Numbering)
  • Approved Subdivision Plan (If Parcel is Part of a Subdivision)
  • Approval Letter from Director of Engineering, and Recorded Easement (If Structure will be Serviced via Long Connection)
  • Approved Plan and Agreement with Associated Performance Security (If Structure will be Serviced by Extending Existing Sewer Main to Frontage of Property)
