NUISNANCE ORDINANCE INSPECTOR
DEPARTMENT OF PUBLIC WORKS
CITY OF WORCESTER
The City of Worcester is seeking qualified applicants for the position of Nuisance Ordinance Inspector for the Street Operations Division within the Department of Public Works. Under the direction of the Director of Quality of Life, the position will report directly to the City Manager’s Quality of Life Task Force to enforce the City’s Nuisance, Graffiti and Solid Waste Ordinances, and will take appropriate action, as necessary, including the issuing of citations to violators of these ordinances. The Nuisance Ordinance Inspector will not directly supervise any other employees but may be asked to assist in the supervision of small groups of employees performing clean up tasks related to violations of the Nuisance, Graffiti and Solid Waste Ordinances.

ESSENTIAL ELEMENTS:
- Travel the City on a daily basis looking for violations of the Nuisance, Graffiti and Solid Waste Ordinances that occur within the City’s right-of-way. These violations include: trash bags and other debris left on the sidewalk, graffiti, overgrowth affecting the safe passage of pedestrians, unkempt properties, and abandoned vehicles.
- Work Monday through Friday checking the right-of-way for trash bags that are left out improperly.
- Investigate unattended debris to look for evidence to identify the offender and personally collect such debris.
- Enter information into a notebook computer that will generate work orders.
- Document and report any other observations that negatively impact the appearance of the City such as: missing street signs, broken or inoperable streetlights, and hazardous trees or limbs.
- Enforce the bulk items and illegal dumping ordinances in the public.
- Issue citations as necessary.
SECONDARY ELEMENTS:
- Search for official City bags that have been left at the curbside after trash day that have not been removed by the responsible resident.
- Document all observed violations on a computer.
- Resolve those violations if possible or escalate violations to the appropriate parties.
- Communicate and educate the public, as needed, about the Nuisance, Graffiti and Solid Waste Ordinances.
- Available to work additional hours when deemed necessary.
- Other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Knowledge of how to prepare brief reports and how to take photographs to document observations.
- Ability to use a computer with basic proficiency and use a computerized work order system.
- Skilled to be proactive in the enforcement of the Nuisance, Graffiti, and Solid Waste Ordinances.
- Skilled in effectively communicating with the public regarding the ordinances, and any violations thereof.
- Strong recordkeeping skills.
- Ability to frequently work without any direct supervision and must be a self-motivated individual.
- Ability to be well organized.
- Ability to stand and walk for full shifts, with limited breaks.
- Ability to lift, push, pull and carry up to 50 lbs.
- Ability to work Monday-Friday and overtime when necessary.
- Ability to assist in the supervision of small groups of employees on an as-needed basis.
- Regular onsite attendance is required.
MINIMUM REQUIREMENTS:
- High school diploma or equivalent
- Current, valid and unrestricted driver’s license
- Experience performing inspections and/or an enforcement role
PREFERRED QUALIFICATIONS:
- Three (3) years of experience performing inspections and/or an enforcement role
- Two (2) years of experience with City Ordinances and Enforcement
- Two (2) years of experience with a Customer Service Report System/Work Order system
- Two (2) years of experience with Sanitation/Cleanup Services
- Five (5) years of experience with customer service and interacting with the public
SALARY RANGE: $28.09 - $34.07 hourly, full-time, with an excellent benefits package.
