CITY OF WORCESTER
The City of Worcester is seeking qualified applicants for a Manager of IT Administration in the Innovation and Technology Department. The Manager of IT Administration will assist the Deputy Chief Information Officer (DCIO) in overseeing and managing the daily administrative, financial, and operational functions of the City’s Department of Innovation and Technology. This role is responsible for supporting departmental leadership in coordinating internal operations, ensuring compliance with City policies and procedures, and promoting efficient service delivery across all areas of responsibility. The Department provides a wide range of centralized technology services to a 1,700+ user community. The Manager of IT Administration plays a key role in maintaining operational continuity, improving administrative processes, and supporting the overall mission and strategic objectives of the City’s technology environment.

ESSENTIAL ELEMENTS:
- Assist with the development of the department’s annual capital and operating budgets.
- Ensure consistent alignment across department divisions to maintain fiscal responsibility.
- Provide ongoing budgetary forecasting of all operations, including complex consumption-based services.
- Track expenses and process invoices in compliance with City policies and procedures.
- Manage chargeback and show back processes.
- Manage line-item and division burn rates.
- Manage review timeline of IT policies and procedures.
- Manage relationships with vendors and service providers.
- Negotiate and manage contracts, and service agreements.
- Ensure timely delivery of goods and services.
- Evaluate vendor performance and make recommendations for improvements.
- Oversee the purchasing and bid process, develop bid specifications for procurement of hardware, software, and professional services.
- Manage administrative processes around recruitment, onboarding and employee relations.
- Maintain accurate employee records and ensure compliance with HR policies and regulations.
- Ensure the IT department's facilities are well-maintained and meet the needs of the staff. This includes managing office space, coordinating maintenance and repairs, and ensuring a safe and productive work environment, in coordination with the Public Facilities department.
- Oversee the daily operations of the IT department office, including managing office supplies, equipment, and facilities. Ensure the office environment is organized and conducive to productivity.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Experience managing administrative and financial management functions.
- Ability to analyze complex problems and make sound recommendations for resolution.
- Ability to assist in the preparation and coordination of budget materials.
- Ability to manage, track, and ensure compliance of an approved budget across multiple divisions.
- Ability to track spending and process invoices.
- Experience managing a technical support environment.
- Experience with contract negotiation.
- Experience managing vendors and ensuring compliance with contracts.
- Combination of management, technical expertise and people skills.
- Excellent interpersonal, written, and verbal communication skills.
- Ability to be versatile and handle multiple projects and re-prioritizations in a fast-paced technical environment that supports mission-critical functions.
- Adheres to confidentiality requirements and data protection standards.
- Strong planning and organizational skills, including attention to detail and multi-tasking.
- Regular onsite attendance is required.
MINIMUM REQUIREMENTS:
- Bachelor’s degree in business administration, public administration or related field, OR;
- An equivalent combination of education, training and ten (10) years of relevant experience which provide the required knowledge, skills and abilities to perform the required duties of the position will be considered in lieu of the above-mentioned requirements.
- Seven (7) years of experience managing administrative and financial management functions
- Three (3) years of experience with vendor management
- Three (3) years of experience with contract management
- Three (3) years of experience with contract negotiations
- Three (3) years of experience with reporting and data analysis
- Access to reliable transportation
- Excellent verbal and written communication skills
- Excellent interpersonal skills
PREFERRED REQUIREMENTS:
- Five (5) years of experience providing administrative and financial management in the public sector
- Five (5) years of experience with vendor management
- Five (5) years of experience with contract management
- Five (5) years of experience with contract negotiations
- Five (5) years of experience with reporting and data analysis
- Three (3) years of administrative experience in a technical support environment
- Experience developing technical RFPs
- Experience with the M.G.L. c. 30B
SALARY RANGE: $80,709 - $105,964 annually, full-time, exempt, with an excellent benefits package.
