SENIOR ACCOUNTANT
MASSHIRE CAREER CENTER
CITY OF WORCESTER

The City of Worcester is seeking qualified applicants for the position of Senior Accountant for the MassHire Central Career Center. Under the direction of the Deputy Director/Financial Officer, the position will oversee and support a portfolio of grants including financial reporting, contract review, cost allocation management, cost pool administration, direct cost charging, and reimbursement processing for employees and departments. The Senior Accountant is responsible for ensuring the accurate, compliant, and timely completion of all internal and external federal and state financial grant reporting for the MassHire Central Mass Region Workforce Board (MCRWB) under the MassHire Central Career Centers (MCCC) Fiscal Agent. The Senior Accountant will serve as a subject matter expert in state and federal grant management and plays a critical role in maintaining fiscal integrity, supporting program operations, and ensuring adherence to grant requirements and organizational policies.

ESSENTIAL ELEMENTS:

  • Preparation of internal and external monthly, quarterly and close-out expenditure reports for MCRWB grants utilizing the Workday financial system
  • Work with MCRWB Program Managers for Grant Subrecipient contracting, create Subrecipient Fiscal Status Report templates by individual Subrecipient contract agreements
  • Perpetually update and maintain fixed asset listing for MassHire as well as coordinate annual physical inventory.  This includes updates on all newly acquired equipment as well as disposition of broken or obsolete equipment
  • Under guidance of the Assistant Financial Officer, prepare journal entries as needed and submit them to the Financial Administrative Assistant for entry into the Workday Financial System
  • Make recommendations as to possible improvements in procedures or methods to increase effectiveness, reduce costs
  • Grants Manager for MCRWB in the Workday Accounting system
  • Attend and participate in staff, department or other meetings and/or conferences
  • Preparation of cash request for MCRWB grants, and other grants as requested utilizing the Workday financial system and grant agreement guidelines. Prepare and maintain a deposit listing worksheet by grant.  Maintenance of all MCRWB account receivables including oversight of all items related to account receivable.  Liaison with Treasury to resolve discrepancies regarding accounts receivables   
  • Review and approve all monthly MCRWB Subrecipient contract Financial Status Reports with corresponding supporting documentation for accuracy and allowability.  Provide technical assistance to Subrecipients when necessary
  • Perform annual monitoring of MCRWB Subrecipients as required by grant agreements
  • Prepare and submit MassHire Monthly Fringe Benefit grant reimbursement journals for entry into the Workday Financial System
  • Other duties as assigned by the Assistant Financial Officer and/or Deputy Director/Financial Officer

SECONDARY ELEMENTS:

  • Administrative tasks including contract management and filing
  • Back up for MassHire payroll processing

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Demonstrated ability to work effectively as an individual contributor and supportive member of a team
  • Self-motivated with a passion to learn individually and from others
  • Knowledge of the Uniform Administrative Requirements under OMB 2CFR Part 200
  • Knowledge of CFR 200 and other circulars governing federal and state grant funds
  • Demonstrated computer proficiency
  • Proficient with Microsoft Office Suite
  • Knowledge of grants administration
  • Knowledge of basic accounting/bookkeeping
  • Ability to work independently, take initiative, and set priorities for meeting internal and external deadlines
  • Strong interpersonal and communication skills are necessary
  • Regular onsite attendance is required

 MINIMUM REQUIREMENTS:

  • Bachelor’s degree, AND;
  • Three (3) years of experience working in an accounting or financial position, OR;
    • An equivalent combination of education, training and five (5) years of relevant experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above-mentioned requirements.
  • Excellent written and verbal communication       

PREFERRED QUALIFICATIONS:

  • Five (5) years of experience working in an accounting or financial position
  • Experience with Federal and State Grant Management
  • Experience using Workday Grants Financial and HCM platforms

SALARY RANGE: $69,898 - $91,542 annually, full-time, exempt, excellent benefits package.
