EMPLOYMENT COORDINATOR
HUMAN RESOURCES DEPARTMENT
CITY OF WORCESTER

The City of Worcester is seeking qualified applicants for the position of Employment Coordinator for the Hiring Division within the Human Resources Department. Under the direction of the Director of Employment, the Employment Coordinator is responsible for providing a wide range of administrative duties related to the overall function of the Hiring Division within Human Resources Department. The Employment Coordinator will liaise between Human Resources and other internal departments to assist with the hiring process by preparing and tracking hiring materials for hiring managers, screening employment applications, and scheduling and participating in interviews as a representative of Human Resources. The position will also support the staff liaison for the Citizen’s Advisory Council (CAC). The Employment Coordinator provides information and assistance to City staff and the public regarding HR activities, processes, policies and procedures. The employee is required to perform all similar or related duties.

ESSENTIAL ELEMENTS:

  • Guide hiring managers and staff and ensure proper application of the Hiring Policy and City Personnel Rules and Regulations to ensure compliance.
  • Liaise between Human Resources and other internal departments to provide information and assistance hiring managers, employees, and applicants regarding human resources activities, processes, policies, and procedures related to the City of Worcester’s Hiring Guidelines.
  • Collect, compile and track all documents during the hiring process for departments.
  • Screen applications to identify the most qualified candidates to advance in the hiring process.
  • Act as the first point of contact for candidates and manage ongoing communication throughout the hiring process to ensure each step is completed promptly and efficiently.
  • Initiate the request for personnel (RFP) approval, contact with the hiring department and candidates, scheduling interviews, assisting with selection process, performing reference checks and sending out rejection letters.
  • Assist the Staff Liaison for the Citizen Advisory Council and act as backup for activities, processes, policies and procedures related to Boards and Commissions, including attending occasional meetings after business hours.
  • Maintain and update tracking spreadsheets for RFPs, internal promotions and external hires to ensure all hiring processes are accurately followed.
  • Required to attend training and workshops to stay abreast of changes in local, state and federal laws and regulations pertaining to Human Resources and City Ordinances.
  • Provide administrative support to Hiring Team and assist HR management personnel with related work projects, as required.

SECONDARY ELEMENTS

  • Conduct trainings for City employees covering the hiring process.
  • Research, compile, and analyze data for special projects and reports.
  • Assist management personnel with related work projects, as needed.
  • Attend career fairs and other recruiting events, as needed.
  • Assist with onboarding full-time, part-time, and seasonal/temporary new hires, including coordinating pre-employment physicals and drug screenings and running background checks, as necessary.
  • Initiate the RFP process for annual fiscal year changes across all City departments.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Demonstrated proficiency with computers and the use of Microsoft Word, Excel, PowerPoint and Outlook.
  • Strong knowledge of virtual web-based conferencing tools such as Teams, WebEx and Zoom,
  • Knowledge of state and federal laws and regulations that apply to employment, hiring and recruitment.
  • Working knowledge of public administration, civil service law, compensation and ability to interpret and explain verbally and in writing to all levels of management personnel and hiring members, applicants, and the public.
  • Working knowledge, of public administration, civil service law, and compensation, ability to interpret and explain verbally and in writing to customers and other departments in the City.
  • Ability to interact with hiring members, applicants, and the public in a tactful, congenial, and professional manner.
  • Ability to conduct interviews via video conferencing platforms and in-person.
  • Strong attention to detail and ability to complete and review hiring materials accurately and timely.
  • Ability to maintain sensitive, confidential information, manage and organize complex records.
  • Ability to act on behalf of the Human Resources Department with other department employees, the public as well as local and state officials.
  • Ability to multitask to complete assignments in a detailed, timely and organized manner.
  • Ability to understand the City of Worcester’s ordinances and regulations.
  • Ability to handle problems and emergencies effectively.
  • Ability to communicate clearly, both orally and in writing.
  • Ability to maintain sensitive, confidential information, manage and organize complex records.

MINIMUM REQUIREMENTS:

  • Bachelor's degree in human resources management, public or business administration, or related discipline AND;
  • Two (2) years of experience working in a human resources role performing tasks related to hiring and selection of candidates; OR;
    • Any equivalent combination of education, training and five (5) years of relevant experience which provides the required knowledge, skills, and abilities to perform the essential functions of the position may be considered in lieu of above requirement.
  • Excellent communication skills

PREFERRED QUALIFICATIONS:

  • Master’s degree in human resources management, public or business administration, or a related discipline
  • Five (5) years of experience working in a human resource role performing tasks related to hiring and selection of candidates
  • Two (2) years of experience with Massachusetts Civil Service regulations
  • Two (2) years of experience working with state and federal employment laws
  • Experience with Workday or other similar Human Resource software systems

SALARY RANGE: $65,181 - $85,301 annually, full-time, exempt, with an excellent benefits package.
