All-Way Stop Control (AWSC) is a type of intersection traffic control where vehicles on every approach are required to stop at a STOP sign. AWSC is a cost-effective method to mitigate intersection conflicts and improve safety at intersections. AWSC is especially effective at reducing angle crashes between motor vehicles and improving interactions between vehicles and vulnerable road users such as pedestrians. Studies show that implementation of AWSC at eligible intersections can reduce crashes by 70% or more.
AWSC Studies
The Massachusetts Department of Transportation (MassDOT) is collaborating with communities to identify, investigate, and assist in converting municipally owned intersections from partial stop control to all-way stop control (AWSC) to address known safety issues. Through this effort, five intersections have been recommended for conversion to AWSC in Worcester. MassDOT will provide all equipment necessary for installation, including STOP signs with supplemental LED lighting and advance warning signs. Engineering studies to confirm the suitability of these intersections for AWSC conversion are linked below.
Project Status
Implementation of STOP control at intersections in Worcester requires approval by the City Council. Proposed AWSC intersections that are approved by the City Council will proceed to implementation this fall.

- Elm St at Sever St: City Council approved, awaiting implementation.
