HUMAN RESOURCES DEPARTMENT
CITY OF WORCESTER

The City of Worcester is seeking qualified applicants for the position of Human Resources Generalist for the Hiring Division within the Human Resources Department. The Human Resources (HR) Generalist is responsible for providing a wide range of administrative duties related to the overall function of the Human Resources Department. The HR Generalist will play a key role in facilitating the City’s hiring process, ensuring a seamless experience for candidates and internal departments. This position will be responsible for facilitating the City’s New Employee Orientation program to ensure a strong, consistent, and engaging start for all new employees. The HR Generalist also assists with employee lifecycle processes, data reporting, and various HR projects. The employee is required to perform all similar or related duties.

ESSENTIAL ELEMENTS:

  • Coordinate the onboarding process for all full-time, part-time, and seasonal/temporary new hires, including scheduling pre-employment physicals and drug screenings, as necessary.
  • Assist with recruitment activities including resume review, candidate selection and scheduling interviews.
  • Attend interviews as a panelist across multiple departments, serving as the HR representative.
  • Draft and issue offer and promotional letters along with onboarding documents for all new City employees.
  • Verify completion of all hiring steps and ensure required documentation is on file prior to each new hire’s start date.
  • Assist with exit interviews and data analysis to identify trends and recommend retention strategies.
  • Facilitate and present at bi-weekly new employee orientations.
  • Serve as the primary liaison between the Employment Team and IT Department, ensuring timely coordination and submission of required documentation to facilitate computer and network access for all new hires, internal transfers, and employee promotions.

SECONDARY ELEMENTS:

  • Conduct research, compile data, and prepare reports for special projects as assigned.
  • Support Human Resources management with department initiatives and programs.
  • Attend job fairs and career events as a City representative.
  • Assist the Hiring Division with activities related to Boards and Commissions.
  • Provide support for job postings and civil service/labor service processes.
  • Provide front office HR support as required.
  • Prepare and update civil service reports as needed.
  • Other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Demonstrated proficiency with computers.
  • Skilled in using virtual meeting platforms such as WebEx and Zoom, and Microsoft Teams.
  • Proficiency in Microsoft Office Suite, including Microsoft Word, Excel, PowerPoint and Outlook.
  • Knowledge of state and federal laws/regulations that apply to employment recruitment.
  • Familiarity with online job posting boards.
  • Knowledge of public sector employment, including civil service law and compensation structures.
  • Ability to interpret and clearly communicate policies and procedures to staff, applicants, and the public.
  • Ability to conduct interviews via video conferencing platforms and in-person.
  • Strong attention to detail and ability to complete and review hiring materials accurately and timely.
  • Ability to maintain sensitive, confidential information, manage and organize complex records.
  • Ability to represent Human Resources effectively when interacting with City employees, the public, and local or state officials.
  • Ability to multitask in order to complete assignments in a detailed, timely and organized manner.
  • Ability to understand the City of Worcester’s ordinances and regulations.

MINIMUM REQUIREMENTS:

  • Bachelor's degree in public or business administration, human resources, communications, or related field, AND;
  • One (1) year of related Human Resources experience in a recruitment/talent acquisition capacity, OR;
    • An equivalent combination of education & three (3) years of relevant experience that provides the knowledge, skills, and abilities to perform the required duties of the position will be considered in lieu of the above mentioned requirements. Excellent verbal and written communication skills.

PREFERRED QUALIFICATIONS:

  • Master’s degree in public or business administration, human resources, communications, or related field
  • Three (3) years of related human resources experience in a recruitment/talent acquisition capacity
  • One (1) year of experience supporting onboarding initiatives for an organization
  • Two (2) years of experience working in a human resources department
  • Prior experience working with civil service

SALARY RANGE: $29.36 - $35.59 hourly, full-time, non-exempt, with an excellent benefits package.
