CHIEF STAFF ASSISTANT
WORCESTER POLICE DEPARTMENT
CITY OF WORCESTER

The City of Worcester is seeking qualified applicants for the position of Chief Staff Assistant within the Worcester Police Department. The Chief Staff Assistant provides high level administrative and operational support with a focus on finance, budgeting, and departmental administration. This position assists in planning and coordinating divisional budget development, monitors expenditures, and makes purchasing decisions within established guidelines for the Office of the Police Chief in the Worcester Police Department. This position supports the department in preparing grant applications and manages the administrative, reporting, and compliance requirements for awarded grants. Working under the direction of the Supervisor of Administration, the Chief Staff Assistant carries out responsibilities in alignment with the mission, values, and strategic objectives of the Worcester Police Department, ensuring that administrative functions are executed efficiently, accurately, and in support of departmental goals.

ESSENTIAL ELEMENTS:

  • Administer the division’s annual operating budget, ensuring effective allocation, monitoring, and oversight of financial resources.
  • Make purchasing decisions for division-level expenditures in accordance with established budget guidelines, procurement policies, and departmental priorities.
  • Analyze operating budget performance and prepare recommendations to support informed financial planning, adjustments, and long term resource management.
  • Assist in developing bid specifications and Requests for Proposals (RFPs) in compliance with City purchasing requirements and applicable regulations.
  • Support the preparation, coordination, and submission of grant applications.
  • Manage post award grant administration, including financial tracking, reporting, compliance monitoring, and documentation of programmatic activities.
  • Communicate policies and procedures to department personnel to enhance operational efficiency and ensure consistent adherence to administrative standards.
  • Other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge and understanding of laws, policies, regulations, and procedures related to financial management.
  • Understanding and experience with state or federal grants, application process, budget development, budget implementation, budget tracking and financial reporting.
  • Ability to analyze and interpret financial data and present findings clearly in an accurate and easily understandable manner.
  • Knowledge of procurement laws, sourcing methodologies, contract types, and ethical purchasing standards.
  • Ability to follow City purchasing requirements.
  • Ability to provide and receive constructive feedback.
  • Ability to communicate and collaborate effectively with diverse populations, organizations, and interests.
  • Ability to maintain high attention to detail while managing complex calculations and compliance requirements.
  • Ability to create and manipulate complex spreadsheets and reports for budget and grant tracking purposes.
  • Ability to adapt to system changes and enhancements.
  • Ability to work both independently and collaboratively.
  • Effective organizational skills.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office (Word, Excel, Outlook).
  • Regular onsite attendance required.

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in accounting, finance, business administration or related; OR;
  • any equivalent combination of education, training and five (5) years of relevant experience which provides the required knowledge, skills, and abilities to perform the essential functions of the position may be considered in lieu of above requirement.
  • Three (3) years of accounting, purchasing or grant administration experience
  • Proficiency with Microsoft Office (Word, Excel, Outlook)
  • Excellent communication skills

PREFERRED QUALIFICATIONS:

  • Master’s degree in accounting, finance, business administration, or related
  • Five (5) years of accounting experience
  • Two (2) years of purchasing or procurement experience
  • Two (2) years of experience working in municipal/public setting
  • Two (2) years of experience working with grant administration
  • Experience using Workday financial software

HIRING SALARY RANGE: $75,199.76 – $86,574.68 annually, full-time, exempt, with an excellent benefits package

FULL SALARY RANGE: $75,199.76 – $98,283.55 annually
