Emergency Management

The Emergency Management Division develops, coordinates and leads the City's Emergency Management Program, enabling effective preparation for, and efficient response to, emergencies and disasters in order to save lives, reduce human suffering and reduce property loss. To accomplish this mission, the Emergency Management Division:

  • Develops plans and procedures to ensure the highest levels of mitigation, preparedness, response and recovery.
  • Maintains a comprehensive, risk-based, multi-hazard emergency management and training program.
  • Coordinates Federal, State and Local resources for mitigation, preparedness, response and recovery operations.

Hazard Mitigation

Worcester Emergency Management maintains that Hazard Mitigation Plan and leads the Hazard Mitigation Planning Committee. The Hazard Mitigation Plan, approved by the Federal Emergency Management Agency (FEMA), and adopted by the City, allows the City to apply for pre- and post-disaster hazard mitigation grant funds. Development of this plan includes public participation.

Regional Emergency Communication and Emergency Operations Center

The Regional Emergency Communication and Emergency Operations Center in Worcester houses the 911 Regional Emergency Communications Center, Worcester's Emergency Operations Center and 911 training facility and all administrative offices for the city's Emergency Communications Department and Emergency Management Division staff. The center also serves the Town of Leicester for public safety 911 dispatch services and complements the city’s emergency radio system.

The facility was built by JJ Cardosi, Inc and was funded by the City of Worcester, with help from a $1.6 million Regional Public Safety Answering Point Development Grant and more than $600,000 by the State 911 Department.

The facility creates multiple system redundancy and allows space for future expansion in response to the state’s requirement that the city's 911 center accept all wireless 911 calls directly. This piece of emergency infrastructure helps ensure Worcester's police, fire and other emergency responders and public works personnel have the best tools possible to keep residents safe.

Emergency Preparedness

The City of Worcester utilizes resources from the Department of Homeland Security's Ready campaign. This is a national public service effort designed to educate and empower people to prepare for, respond to and mitigate emergencies, including natural and man-made disasters. The goal of the campaign is to promote preparedness through public involvement.
