With the adopted Community Preservation Act in 2022, the City created a special Community Preservation Fund. Financed by a 1.5 percent property tax surcharge and a state match, the City expects to raise over $4 million annually to fund locally-proposed projects related to community housing, recreation, open space and historic resources. This is an exciting opportunity for the Worcester community to pursue projects that may have otherwise not had a funding source.
CPA Application Public Hearing Schedule Announced!
As part of the review process, CPA funding applicants receive a Public Hearing to answer questions from the Community Preservation Committee (CPC) and allow the public to weigh in. Over two nights next week, 27 applicants will present their projects relating to Historic Resources, Open Space and Outdoor Recreation, and Community Housing. Hearings are open to the public, and you can watch them live in-person or attend remotely using the links below.

- "Green Hill Park Preservation" by Green Hill Park Coalition. Open Space and Outdoor Recreation Category. To improve park access by adding stairs where only a slope exists, continue to support the North American Chestnut tree through plantings, the design and installation of two informational kiosks, maintenance of hiking trails, and installation of dog litter stations. $5,500.
- "The Dr. Robert & Esther Goddard Center for Inspiration" by The Wonder Mission, Inc. Historic Resources Category. To restore and preserve the house that was the birthplace of Dr. Robert Goddard, known as "the father of modern rocketry", and develop it into an inter-active learning environment accessible to local students and educators. $151,056.
- "Window Restoration & Knob-and-Tube Wiring Replacement" by Pilgrim Congregational Church. Historic Resources Category. To restore the original windows and upgrade the outdated electrical system in the church. $1,181,896.01.
- "Preservation of Worcester Jail Records" by The American Antiquarian Society. Historic Resources Category. To preserve 100,000 documents of records of daily activity at the Worcester County Jail in the nineteenth century and to make them available for public use. $25,000.
- "Hope Cemetery Historic Gravestone Excavation & Restoration: Phase 3" by the Friends of Hope Cemetery. Open Space and Outdoor Recreation Category, Historic Resources Category. To excavate and restore 17 or more historic gravestones which were buried in 1968, setting them erect for public viewing. Additionally, to produce a brochure featuring information about the people represented on the gravestones. $49,150.

The Community Preservation Plan
In March of 2025, the CPC approved the publication of the Community Preservation Plan, which serves to identify the goals and priorities of the Community Preservation Program and provide a resource for applicants seeking CPA funding. The Plan was created with public input in the form of interviews of community groups, review of existing city plans, feedback from public forums and the results of an online survey. The CPC shall review the Plan annually and periodically make updates to ensure that these goals and priorities continue to reflect the City's evolving needs.

The Community Preservation Committee
The Community Preservation Committee (CPC), made up of Worcester residents, was formed in 2023 to oversee the application process and recommend projects to be funded through the Community Preservation Program. The CPC has nine members and meets approximately once per month to review applications, take public comment, and make project funding recommendations to City Council.
