
With the adopted Community Preservation Act in 2022, the City created a special Community Preservation Fund. Financed by a 1.5 percent property tax surcharge and a state match, the City expects to raise over $4 million annually to fund locally-proposed projects related to community housing, recreation, open space and historic resources. This is an exciting opportunity for the Worcester community to pursue projects that may have otherwise not had a funding source.
Fall 2025 CPA Funding Round Public Hearing Schedule Announced!
This Fall, the Community Preservation Committee (CPC) received 27 eligible applications for its second funding round in which it will award over $6 million. These eligible applicants will now have a chance to present their projects to the CPC at two Public Hearings in February. Check out the projects below and consider attending a hearing to learn more!
The current round of CPA funding is expected to be awarded mid-March. The next round of CPA funding will open in the Fall of 2026.

- "Cultural Center Roof Replacement and Exterior Preservation" by Cultural Center Hrisohorafiton Alexander the Great. Historic Resources Category. To replace the Cultural Center's roof and restore the historic exterior to prevent further deterioration, enhance structural integrity, and preserve this longstanding cultural and community landmark. $407,220.
- "Mechanics Hall Main Storefront Windows Project" by Worcester County Mechanics Association. Historic Resources Category. To rebuild twenty windows and four doors of the Mechanics Hall storefronts, which are in need of energy-efficient upgrades. $184,740.
- "Change Order Request for Roberto Clemente Park" by City of Worcester Parks, Recreation, and Cemeteries Department. Open Space and Outdoor Recreation Category. To utilize awarded and unspent funding from the Spring 2025 Pilot Round project "Roberto Clemente Park Improvement Project" to construct another parking lot to provide greater access to the site. $483,873.72.
- "Electrical Upgrades to Institute Park's Gazebo" by Friends of Institute Park, Inc. Open Space and Outdoor Recreation Category. To upgrade the electrical power capacity at the Gazebo in Institute Park to serve programs of Friends of Institute Park, WPI, and other community groups for events and classes. $62,500.
- "Affordable Housing Creation" by the City of Worcester Affordable Housing Trust Fund. Community Housing Category. For the funding of a grant program for the development of approximately 30 new affordable homeownership and rental units for households earning up to 80% of AMI, with priority for deeper affordability (30% and 60% AMI) in the City. $2,000,000.
- "Down Payment Assistance Program for 4 LMI First-Time Homebuyers" by the Main South Community Development Corporation. Community Housing Category. To provide $5,000 of direct down payment assistance to 4 LMI first-time homebuyers purchasing new affordable residential condos at 1 Wyman Street. $20,000.
- "Kendrick Field Restoration Campaign" by Schwartz Baseball, Incorporated. Open Space and Outdoor Recreation Category. To continue the revitalization of Kendrick Field, with the installation of an ADA compliant walking path, new irrigation, a new fence and safety net, and the completion of the warning track. $192,062.
- "Sister Lillie Entrance Repair Project" by Ascentria Care Alliance, Inc. Historic Resources Category. To repair the historic entry porch of the "Sister Lillie" rest home, where the roof of the entry porch is deteriorating, the trim is rotting in many areas, and the floorboards are compromised. $60,000.
- "Knollwood Mansion Building Envelope Upgrades" by Notre Dame Academy of Worcester. Historic Resources Category. To complete exterior building envelope repairs/ replacements to the roof and exterior facade needed to preserve Knollwood Mansion in accordance with historic preservation standards and to ensure its safe long-term use. $298,115.
- "Pilgrim Church Bell Tower and Roof" by Grace and Mercy Holiness Church. Historic Resources Category. To restore the historic roof and bell tower at 911 Main Street to prevent water and bird damage and preserve the building for ongoing community use. $89,844.46.
- "Critical Roof Repairs to Historic Building Offering Affordable Housing to Low-Income Women" by Abby Kelley Foster House, Inc. Historic Resources Category. To complete rehabilitation of the 77 Chatham St. property to maintain its long-term safety and habitability though the replacement of its historic roof so as to serve as apartments for low-income women and children. $186,000.
- "The Dr. Robert & Esther Goddard Center for Inspiration" by The Wonder Mission, Inc. Historic Resources Category. To restore and preserve the house that was the birthplace and residence of Dr. Robert Goddard, known as the "father of modern rocketry, and transform it into an inter-active learning environment and resource center. $100,019.
- "Beaver Brook Hockey Rink" by Worcester Renegades Youth Street Hockey. Open Space and Outdoor Recreation. To replace the Beaver Brook hockey rink to include safer playing surface, new boards and fencing as well as upgraded bleachers that allow accessible viewing. $479,649.03.
- "122 Austin 'Tot Lot' Renovation" by Worcester Common Ground. Open Space and Outdoor Recreation. To finish the renovation of the Austin Tot Lot by adding equipment for younger children, rubber surfacing, and refreshing landscaping to create a complete, safe, and welcoming neighborhood playground. $150,222.

These improvements will enhance safe, accessible recreation spaces that serve both schools and the community. $1,652,201.69.
- "Quinsigamond Firehouse Renovation" by Quinsigamond Firehouse, LLC. Historic Resources Category. To restore the exterior envelope including masonry facade, slate roof, copper gutters and downspouts, copper flashing, wood trim, and windows. $120,000.
- "Antiquarian Hall HVAC Renovation" by American Antiquarian Society. Historic Resources Category. To replace, chillers, cooling tower, dehumidifiers and air handlers in the main library as part of the HVAC renovation to preserve the building and its housed resources. $200,000.
- "Restoration of the Nature Explore Playground" Worcester Natural History Society dba The EcoTarium. Open Space and Outdoor Recreation. To rehabilitate the 7-acre "Nature Explore" Playground to restore safe, accessible pathways and play areas that have deteriorated due to weather, age, and usage. $174,000.
- "108 Beacon Street Historic Firehouse Rehabilitation & Restoration" by Regional Environmental Council, Inc. Historic Resources Category. To preserve and rehabilitate the historic firehouse at 108 Beacon Street in Worcester's Main South in preparation for a future community-serving use as part of REC's Center for Urban Agriculture & Food Security. $300,000.
- "Heritage Baptist Church Restoration Phase 1" by Sami Nassar, Elija Nassar, Quality Construction. Open Space and Outdoor Recreation Category. To install a secure chain-link fence along the rear and side perimeter of the Heritage Baptist Church property to protect the historic structure and the outdoor grounds, including the Quinsigamond War Memorial from repeated vandalism, trespassing, and property damage that has occurred due to unauthorized access from the adjacent railroad corridor. $15,204.31.
The Community Preservation Plan
In March of 2025, the CPC approved the publication of the Community Preservation Plan, which serves to identify the goals and priorities of the Community Preservation Program and provide a resource for applicants seeking CPA funding. The Plan was created with public input in the form of interviews of community groups, review of existing city plans, feedback from public forums and the results of an online survey. The CPC shall review the Plan annually and periodically make updates to ensure that these goals and priorities continue to reflect the City's evolving needs.

The Community Preservation Committee
The Community Preservation Committee (CPC), made up of Worcester residents, was formed in 2023 to oversee the application process and recommend projects to be funded through the Community Preservation Program. The CPC has nine members and meets approximately once per month to review applications, take public comment, and make project funding recommendations to City Council.
