Green Worcester ElectriCITY Aggregation Program Prices Drop Again, Effective with October Electric Bills

WORCESTER, Mass. – Electricity prices through the Green Worcester ElectriCITY Aggregation program will fall for the second time in less than a year, effective with October electric bills. The City of Worcester changed the source of the additional renewable electricity purchased through the program, resulting in lower prices for all participants through December 2027.
New Rates
Standard Green, the option most participants are enrolled in, will fall from 15.32 ¢/kWh to 14.12 ¢/kWh. 100% Green will drop from 16.51 ¢/kWh to 14.19 ¢/kWh, and Basic Green will decrease from 14.69 ¢/kWh to 14.08 ¢/kWh. Both Standard Green and Basic Green remain below National Grid's current residential Basic Service price of 17.185 ¢/kWh, in effect through January 31, 2027; savings after that date cannot be guaranteed, since National Grid's future prices are unknown.
Why the Change
Since 2020, the program has bought more clean electricity than state law requires, relying in part on Massachusetts Class I Renewable Energy Certificates (RECs) intended to spur new renewable projects on the New England grid. But recent federal policy changes mean few new renewable projects are expected to break ground in the near term, making purchasing local RECs an ineffective way to drive that development right now. The program is pausing this additional investment until market and policy conditions improve and will instead purchase lower-cost voluntary National Wind RECs from outside New England so participants can keep reducing their carbon footprint.
What Participants Need to Know
No action is required. All current participants will remain automatically enrolled in their existing price option. The new prices take effect on September 2026 meter reads and will first appear on October 2026 National Grid bills, listed under the supplier name "Green Worc Electricity Aggregation Prog." Participants may switch options or leave the program at any time, with no fees or penalties, and customers receiving low-income discounts will see no change to that benefit. The program affects only the Supply Services portion of the National Grid bill; delivery charges are unaffected. Additional terms may apply for large commercial and industrial customers.

The program has saved participants more than $8.5 million compared with National Grid's prices since launching in 2020. Because participants buy more electricity from renewable sources than required by law, the program has also helped the community reduce its greenhouse gas emissions by more than 137,000 metric tons of CO2 — equivalent to the emissions generated by driving nearly 349 million miles in an average gasoline-powered passenger vehicle.
