Pavement Management Program

As part of our Pavement Management Program, the Departments of Transportation & Mobility and Public Works & Parks worked with our consultant, Apex, to develop a better understanding of the condition of our infrastructure assets related to transportation and mobility on the public way. Using state of the art technology including visual photography, LiDAR technology and artificial intelligence (AI) data analyzed machine learning, the City was able to determine the Pavement Condition Index (PCI) scores for the 467 roadway miles under City care and custody. PCI scores are calculated to the hundredth degree and are a function of the equation that is applied to the data to reflect the deterioration of the pavement from the time of inspection. Actual pavement conditions may vary slightly from the score shown. Using this data, the primary goal of the program is to establish benchmarks and coordinate infrastructure improvements to leverage available funding in an efficient manner benefiting all users and modes.

The techniques that the City intends to use include Pavement Preservation surface treatments, such as crack sealing, fog seal, permanent patching, rubber chip seal, bonded wearing course, cold in place, structural overlays and micro-surfacing to keep our structurally sound roads in good condition before having to repair significant damage. These pavement preservation treatments extend the life and of our roadway's pavement and restore the drivability for the public. In addition to Pavement Preservation, the City will continue to mill, overlay and reclaim streets with worse pavement conditions. The amount of streets that the City improves each year fluctuates based on the annual capital improvement budget allocation and the cost of the labor and treatment materials. Pavement Preservation Methods

Additionally, the Department replaces sidewalks and curb ramps to improve ADA & PROWAG access and walkability throughout the City. Guided by our ADA Compliance Report, the location and amount of sidewalks and curb ramps replaced fluctuates annually based on the City's annual capital improvement budget allocation and the cost of the labor and materials. Heavy pedestrian areas around schools, commercial zones, medical facilities, parks & playgrounds and houses of worship are prioritized.

Annual Construction Projects

Each year the Departments of Transportation & Mobility and Public Works & Parks will coordinate the design and construction of pavement preservation, roadway reconstruction, sidewalk reconstruction and safety improvement projects. These projects will take a holistic approach to transportation projects improving the pavement condition index and rideability of the roadway while simultaneously improving the safety and accessibility for all users.
