Excise tax is assessed annually, on a calendar year basis, at the rate of $25.00 per thousand. If a motor vehicle is registered after January 31, it is taxed for the period extending from the first day of the month in which it is registered to the end of the calendar year.
Personal Property and Real Estate tax bills are issued quarterly. Preliminary tax bills are issued in the fiscal first and second quarter and are billed on the basis of the prior year’s taxes divided by four. Actual tax bills are issued in the fiscal third and fourth quarter and are billed on the basis of the new total tax minus the preliminary tax amounts divided by two. The new total tax for the property is determined from the new assessment and new tax rate adopted, in December, by the Worcester City Council and certified by the Massachusetts Department of Revenue. The City of Worcester fiscal year begins July 1st and ends June 30th.
