INVESTIGATION SPECIALIST
EXECUTIVE OFFICE OF DIVERSITY AND INCLUSION
CITY OF WORCESTER

The City of Worcester seeks qualified applicants for an Investigation Specialist for the Investigation Division within the Executive Office of Diversity, Equity and Inclusion. Under the direction of the Lead Investigator, the position will perform complex investigative enforcement work concerning allegations of employee misconduct by both City employees, residents and other individuals who interact with City employees. The employee will work to identify investigative issues; recognize administrative violations; and initiate cases and collect and evaluate evidence to formulate defensible investigative conclusions.

ESSENTIAL ELEMENTS:

  • Coordinate and conduct administrative investigations arising out of allegations of serious employee misconduct to include, and not be limited to, allegations of excessive and unnecessary use of force, protected class discrimination, harassment, and retaliation.
  • Assist Division to identify investigative issues; recognize administrative violations; initiate cases; and collect and evaluate evidence to formulate defensible investigative conclusions.
  • Assist the Division to identify areas in which City employees require trainings to ensure compliance with local, state and federal statutes, ordinances, rules and policies related to their employment.
  • Conduct regular trainings relevant to the investigations process with City employees.
  • Manage investigative caseloads; prepare reports of investigations; maintain records of investigative cases, evidence, and property.
  • Prepare correspondence and reports of investigations for use by the Lead Investigator and the Appointing Authority.
  • Testify in hearings or at administrative proceedings concerning findings of investigation.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of relevant City, State and Federal personnel laws, practices and regulations pertaining to City employees
  • Knowledge of City department operations and related services
  • Knowledge of various State and Federal rules and regulations including M.G.L. c. 151B, the Americans with Disabilities Act, the Civil Rights Act
  • Knowledge of office software applications as well as web site, social media and web site technology in support of department operations
  • Ability to work effectively with confidential, sensitive information
  • Ability to work effectively with dissatisfied employees
  • Ability to mediate employee concerns and enforce personnel rules and regulations in an impartial manner.
  • Ability to manage multiple priorities in a detailed, timely manner
  • Proficient customer service skills
  • Proficient business writing and organizational skills. Excellent data processing and office software skills including word processing and spreadsheet applications as well as the Internet. Proficiency in Microsoft Office programs Word and Outlook
  • Excellent time management skills
  • Excellent communication skills

MINIMUM REQUIREMENTS:

  • Bachelor’s Degree in Business/Public Administration or in a related field
  • Three (3) years of experience conducting investigations related to discrimination, including protected class harassment and sexual harassment, violations of workplace policies, and employee misconduct
  • Three (3) years of experience with narrative report writing

           OR

  • Juris Doctor Degree
  • One (1) year of experience conducting investigations related to discrimination, including protected class harassment and sexual harassment, violations of workplace policies, and employee misconduct
  • Two (2) years of experience with narrative report writing

PREFERRED QUALIFICATIONS:

  • Juris Doctor Degree or a Master’s degree in business/Public Administration or in a related field
  • Four (4) years of experience conducting investigations related to discrimination, including protected class harassment and sexual harassment, violations of workplace policies, and employee misconduct
  • Four (4) years of experience with internal investigations in a municipal or public setting, and/or matters involving police matters in particular
  • Four (4) years of experience providing advice and counsel regarding personnel and confidential matters
  • Any specialized certifications/training in MCAD, EEOC & ADA investigations

SALARY RANGE: $70,545 - $92,209 annually, full-time, exempt, with an excellent benefits package.
