DEPARTMENT OF HEALTH AND HUMAN SERVICES
CITY OF WORCESTER

The City of Worcester seeks a Director of Administration to assist with overseeing the daily operations of the Department of Health and Human Services. This is an Executive Management level position, under the direct supervision of the Commissioner of HHS. The Director is responsible for planning and supporting the operational needs of the department, including the Divisions of Accessibility, Elder Affairs, Human Rights, Public Health, Veterans Services, and Youth Opportunities. This position will research, develop and implement sound public health policy, and conduct quality assurance and improvement activities. The incumbent will strengthen existing and develop new partnerships in order to advance the department’s mission and priorities. This position is also responsible for assisting with the preparation and administration of an annual operating budget and overseeing the management of programs, services and staff including personnel functions.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge and understanding of harm reduction strategies, health equity, and community engagement.
  • Knowledge of advanced principles and practices of municipal budget preparation and administration.
  • Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
  • Demonstrated proficiency with computers and proficiency with Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint).

  • Excellent written and verbal communication skills.
  • Excellent research and data processing skills and ability to prepare clear and concise reports.
  • Ability to read and interpret Federal, State and local laws and ordinances.
  • Ability to maintain confidentiality.
  • Ability to prepare, present and administer a complex departmental budget.
  • Ability to conduct research, collect and analyze data for policy change advocacy.
  • Ability to make formal presentations to large groups, and identify and respond to community and City Council issues, concerns, and needs.
  • Ability to work independently, exercise good judgment and make sound decisions.
  • Ability to establish and maintain effective working relationships with diverse populations, organizations, and interests.
  • Ability to multitask in a fast-paced environment and complete assignments in a detailed, timely and organized manner.

MINIMUM REQUIREMENTS:

  • Master’s Degree in Public Health, Business/Public Administration, Accounting or other related field.
  • Eight (8) years of increasingly responsible professional experience in public health, of which at least five (5) years are in an executive, managerial and/or administrative supervisory capacity.
  • Valid driver’s license and access to reliable transportation.

PREFERRED QUALIFICATIONS:

  • Demonstrated experience in working with diverse communities.
  • Prior municipal work experience.

SALARY RANGE: $66,585 - $101,643 annually, full-time, exempt, with an excellent benefits package.
