HR BUSINESS AND SYSTEMS ANALYST
HUMAN RESOURCES DEPARTMENT 
CITY OF WORCESTER

The City of Worcester seeks qualified applicants for the position of HR Business and Systems Analyst (Software Analyst) for the Department of Human Resources. Under the direction of the Chief Human Resource Officer, the position will be responsible for providing expert subject matter knowledge and assist with the implementation and full utilization of the City’s ERP for Workday (WD). The HR Business and Systems Analyst will provide expert knowledge related to human resource management to support solutions for the City’s cloud-based technical infrastructure. In conjunction with interdepartmental leadership and in consultation with the City’s Department of Innovation & Technology, this position will assist in the deployment and design of business process requirements to ensure the smooth operation and transition to WD. The position will conduct proactive review, assessment, and successful deployment of new functionality within WD.

ESSENTIAL ELEMENTS:

  • Organize, manage, and complete the design, development, and implementation of software and hardware solutions, systems, and products adopted by the Department, including integration to and from legacy systems
  • Lead WD human resources management functional areas and workstreams for smooth deployment and transition from legacy systems
  • Ensure that the City is able to fully utilize new software and create business strategies and system processes to ensure the efficient operation of the organization
  • Manage the operation and analysis of software and standards, as well as data retrieval methodologies; build reports and data sets for analysis and improved business functionality
  • Conduct comprehensive lifecycle testing inclusive of unit testing, user acceptance testing, regression testing, defect remediation, etc.
  • Perform proactive review, assessment, and successful deployment of new functionality
  • Collaborate and work with cross-functional department and teams on complex projects
  • Create technical documentation and standard operating procedures for end users

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Experience in the design, development, and implementation of software and hardware solutions, systems, or products, including integration to and from legacy systems
  • Experience in the operation and analysis of software, and standards, as well as data retrieval methodologies applications
  • Experience with comprehensive lifecycle testing inclusive of unit testing, user acceptance testing, regression testing, defect remediation, etc.
  • Strong collaborative and interpersonal skills
  • Ability to understand and manage complex systems and expertise translating practitioner needs into technical solutions
  • Demonstrated skill with business and technical requirements analysis, business process modeling/mapping, methodology development, and data management
  • Extensive practical knowledge in import/export data for use in report software, spreadsheets, graphs, and flowcharts
  • Strong collaborative and interpersonal skills
  • Accuracy and attention to detail
  • Strong verbal and written communication skills, including an ability to communicate with both technical and business audiences
  • Ability to lead and elicit technical specification working sessions with functional and vendor teams, gathering information, and building understanding about current and future system needs
  • Ability to effectively prioritize and execute tasks while consistently and reliably meeting deadlines
  • Ability to remain current with new technologies and translate knowledge and opportunities to peers


MINIMUM REQUIREMENTS:

  • Bachelor’s degree in Computer Science, Information Systems, or related technology field, OR,
    • An equivalent combination of education & experience that provides the knowledge, skills, and abilities to perform the required duties of the position in lieu of the above-mentioned requirements
  • Experience in business analysis and system configuration
  • Experience providing business process and technical support to 50+ person organizations


PREFERRED QUALIFICATIONS:

  • Master’s degree in Computer Science, Information Systems, or related technology field
  • Two (2) years of experience with Workday enterprise resource planning system: business processes, security frameworks, and advanced reporting
  • Two (2) years of experience of experience with core technical components for systems integrations and delivery (Studio, Core Connector, Web Services API, BIRT, EIB, Complex Calculated Fields, Workday Custom Reports, XSLT, JSON, and xPath)
  • Two (2) years of experience with human resource software
  • Two (2) years of experience with Analytics/Business Intelligence platforms and dashboards
  • Workday Integration Certification


STARTING SALARY RANGE: $78,434 - $93,858 annually, full-time, exempt, with an excellent benefits package.
