CONSERVATION PLANNER/AGENT
PLANNING & REGULATORY SERVICES DIVISION
CITY OF WORCESTER

Planning and Regulatory Services, a Division of the Executive Office of Economic Development, seeks applicants for the position of Conservation Planner/Agent. This position provides professional administrative support for the Conservation Commission and manages municipal programs related to wetlands protection and open space conservation, including administration of the Massachusetts Wetlands Protection Act and City of Worcester Wetlands Protection Ordinance. This position serves as an agent of the Conservation Commission with responsibility for inspection and enforcement of Commission actions.

The Conservation Planner works in a professional office environment, and additionally conducts field work involving site visits to private and public properties, including wetlands, wooded landscapes, uneven terrain, and sites under construction. The work involves exposure to various weather conditions, including heat, wind, rain and snow. Attendance at evening meetings (typically 2 meetings per month) is required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Working knowledge of local, state and federal wetlands and environmental protection laws and regulations;
  • Familiarity with principles and practices of natural resource conservation, ecology, land management, land development, erosion control methods, and zoning;
  • Familiarity with erosion control, site stabilization, and stormwater management techniques;
  • Working knowledge of GIS and Adobe Acrobat software.
  • Proficient with personal computers and experience using the Microsoft Office Suite (Word and Excel);
  • Prior Customer service experience/working with the public;
  • Be detail oriented with strong organizational, written and verbal communication skills;
  • Ability to use professional expertise, critical thinking, problem solving and interpersonal skills to accomplish varied functions requiring considerable judgment and initiative in determining courses of action;
  • Ability to develop and maintain productive interpersonal relationships and work collaboratively across professional and departmental boundaries within and between organizations;
  • Ability to lift and/or move objects up to 25 pounds.

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in environmental science, civil or environmental engineering, planning, or a related field plus three (3) years of professional experience in the conservation planning, development review or related fields; OR,
    • A Master’s Degree in environmental science, civil or environmental engineering, planning, or a related field plus one (1) year of professional experience in the conservation planning, development review or related fields will be considered in lieu of the above mentioned requirements.
  • Valid driver’s license and access to reliable transportation.

PREFERRED QUALIFICATIONS:

  • Two (2) or more years of experience providing professional administrative support to a Massachusetts Conservation Commission, or serving as a Conservation Commissioner.

SALARY RANGE: $66,663 - $87,117 annually, full-time, exempt, with an excellent benefits package.
