Worcester, MA (January 19, 2012) - The First Circuit Court of Appeals last week chose not to hear the Upper Blackstone's appeal of nutrient limits of phosphorus and nitrogen imposed by the US Environmental Protection Agency in a 2008 permit for the treatment plant.
