The City of Worcester's Parking Enforcement Program is responsible for enforcing parking regulations throughout the City. The Parking Control Officers (PCOs) inform the public about parking regulations and may, when necessary, issue citations for being in violation of those regulations.

Individuals may appeal unpaid tickets. All appeals must be received within 21 days of the date of the issuance.

Parking Ticket Refunds

The City of Worcester Treasurer & Collector's Office may issue a refund check to someone who paid in error. There must be no balance on the account. The check will be issued to the person who made the second payment.

Example: Your vehicle is issued a parking violation, Honda lease sends in a check for the ticket amount and a few days later you send in a check paying the same ticket. The Treasurer & Collector's Office will refund the money to you. If there is an outstanding violation on the account, the money will be applied to the outstanding ticket.

A refund may take between 4 - 6 weeks to be processed. The checks are issued through the City of Worcester Treasurer's Office.

Vehicle Booting

Placing a Boot on a VehicleThe goal of the Vehicle Immobilization Booting Program is to encourage compliance with parking ordinances and to capture delinquent parking ticket fines. Accordingly, it is essential to implement a policy of immobilization as the ultimate penalty to encourage compliance. This process involves the attachment of a clamping device on the wheels of a vehicle to immobilize it until all delinquent tickets have been paid by the owner. Vehicles can be booted for having 5 or more unpaid parking tickets from the City of Worcester.

The Immobilization Boot may be removed after all violations and fines are paid including an immobilization fee of $75. Cash, money order or credit card payments (no checks) are accepted.

You must notify the Department of Transportation & Mobility Parking & Curbside Management Group that payment has been made in full in order to request that the Boot be removed.
