WPD Detail Officer Arrests Man After Bank Robbery, Bomb Threat

On the morning of October 1st 2021, a Worcester Police officer was working a paid detail for a utility company. He was traveling from one job site to another in a marked cruiser when he observed a male on Chandler St with a mask that fully covered his face and a backpack. When the male saw the officer’s marked cruiser, the male immediately turned and began walking in the opposite direction. The officer observed the strange behavior but did not stop the man, who entered a business on Chandler St.

Shortly after the officer observed the male, at about 10:15 AM, a call came out for an armed robbery at TD Bank at 295 Park Ave. The description of the suspect was broadcast over the radio, and the detail officer recognized the male that he observed on Chandler St. The detail officer flagged down another officer working a detail, and they went to the business together to detain the male while more information was gathered.

The initial responding officer went to TD Bank and spoke with employees. Officers discovered that a male entered the bank and demanded money. The male produced a black box with wires attached to it, placed it on the counter at the bank, and threatened to detonate it if he did not receive money. He placed his hand into his jacket pocket and pointed something at bank staff, as if he had a firearm. He pushed a bank employee back as he continued to threaten to detonate the device.

The bank was evacuated and Park Ave was shut down while the Massachusetts State Police Bomb Squad was called in to investigate the device, which was eventually determined to be a hoax device. The street was opened and the crime scene was processed.

As a result of their investigation, officers developed probable cause for the arrest of the male spotted by the detail officer on Chandler St. The male was identified as Luis Rivera, sixty-years-old of Pleasant St, and he was placed under arrest. He is charged with Armed Robbery while Masked, Bomb/Hijack Threat with Serious Public Alarm, Assault with a Dangerous Weapon, Possession of a Hoax Device, and Assault and Battery. He will be arraigned in court.
