The City of Worcester is seeking qualified applicants for the position of Junior Civil Engineer, Grade 3 for the Engineering Division within the Department of Public Works & Parks. Under the direction of the Assistant Director of Engineering, the position is a technical and beginning level professional civil engineering work in the investigation, design, construction, and maintenance of engineering projects.

Work involves the performance of technical work requiring the application of professional civil engineering skills and knowledge to engineering projects in the field or office. Some of the work is of an advanced sub-professional nature. Assignments are received from a superior defining the scope of the work to be performed although the employee uses independent judgement in planning and carrying out work details in accordance with established policies and standard procedures. Technical accuracy of work is reviewed through standard checks made by another engineer of final review by a supervisor. Supervision may be exercised over a small group of sub-professional assistants.

ESSENTIAL TASKS:

  • Supervise and participate in the inspection of engineering construction projects, check for conformance with plans and specifications, submit reports on progress of project and materials used
  • Prepare estimates for labor and material costs
  • Prepare plans, specifications and estimates for water supply and distribution system rehabilitation and improvement projects, including checking plans in the field
  • Prepare work programs, budget estimates and regular and special reports
  • Perform related work as required

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of the principles and practices of civil engineering
  • Knowledge of modern methods and techniques as applied to the construction and maintenance of public works
  • Skill in performing engineering computations
  • Skill in conducting engineering research and in writing technical reports of such studies
  • Knowledge and field experience in water distribution system construction practices and materials
  • Ability to determine adherence to engineering specifications on a wide variety of construction jobs
  • Ability to establish and maintain effective working relationships with supervisors, colleagues, contractors, vendors and the general public
  • Ability to operate a computer, including word processing, database, and spreadsheets programs (Microsoft Word, Excel, and Access)
  • Excellent organizational skills
  • Strength and ability to facilitate the handling of bulky and heavy stock items.
  • Ability to lift and move heavy objects weighing up to 50 pounds.

MINIMUM REQUIREMENTS:

  • Associate’s Degree in Engineering Technology or Construction Management supplemented with college level courses in civil, sanitary or mechanical engineering
  • Candidates must have strong analysis and design skills
  • Skill in making engineering computations
  • Experience conducting engineering research
  • Excellent verbal and written communications skills
  • Excellent organizational skills
  • Proficient with Microsoft Office Suite

PREFERRED QUALIFICATIONS:

  • Bachelor of Science Degree in Civil or Sanitary Engineering
  • Current E.I.T. certification
  • Previous experience/skill with GIS
  • Working knowledge of GPS systems
  • Working knowledge of construction materials
  • Working knowledge of basic hydraulics as it applies to drinking water distribution and plumbing system

SALARY RANGE: $32.75 - $39.91 hourly, full-time, with an excellent benefits package.
