PRINCIPAL BUDGET ANALYST
ADMINISTRATION & FINANCE
CITY OF WORCESTER

The City of Worcester seeks applicants for the position of Principal Budget Analyst for the Office of Administration and Finance. Under the supervision of the Budget Director, this position is responsible for the development, administration, and monitoring of department and City-wide annual operating and capital budgets. This position executes key internal control procedures over operating and capital expenditures to ensure compliance with City budgets, policies, and ordinances. The position provides analytical staff assistance to City Leadership by evaluating and improving services such as budget preparation, fiscal controls, and performing assigned fiscal management and performance studies.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of budgeting and accounting principles, common practices, and procedures
  • Ability to become knowledgeable in applicable Federal/State/Local regulations, procurement & municipal budgeting standard operating practices
  • Demonstrated computer proficiency, proficiency with electronic databases and with Microsoft Office Suite, with a minimum of moderate skill level in Excel
  • Experience with robust, high transaction volume financial systems
  • Strong technical writing skills, problem solving and analytical skills
  • Strong collaborative and communication skills
  • Strong time management skills; able to prioritize tasks, stay organized, and be detail oriented
  • Ability to track and analyze financial data to prepare detailed and accurate reports
  • Ability to read, interpret and document financial transactions in compliance with City Ordinances, State Statutes, other regulatory laws and accounting principles
  • Ability to establish and maintain effective working relationships
  • Ability to work well independently as well as part of a team
  • Ability to meet established deadlines consistently and reliably

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in Finance, Accounting, or related field; OR,
    • An equivalent combination of education & experience that provides the knowledge, skills, and abilities to perform the required duties of the position will be considered in lieu of the above-mentioned requirements.
  • One (1) year of experience in public or private financial analysis and reporting
  • Experience with robust, high transaction volume financial systems
  • Excellent written and verbal communication skills

PREFERRED QUALIFICATIONS:

  • Master’s degree in Finance, Accounting, or related field
  • Three (3) years of experience with financial analysis and reporting
  • Two (2) years of experience with municipal or public sector accounting
  • Experience with capital financing and debt structure
  • Demonstrated knowledge of the principles, methods, and practices of municipal finance and accounting
  • Experience with government operations as it pertains to financial activities
  • Experience with the Workday Platform

SALARY RANGE: $63,657 - $83,402 annually, full-time, excellent benefits package
