PLUMBING AND GASFITTING INSPECTOR
DEPARTMENT OF INSPECTIONAL SERVICES
CITY OF WORCESTER

The City of Worcester seeks qualified applicants for the position of Plumbing and Gasfitting Inspector for the Building and Zoning Division within the Inspectional Services Department. Under the direction of the Chief Plumbing & Gas Inspector, the position will be responsible for inspecting new and old plumbing installations. The Plumbing and Gasfitting Inspector will enforce conformity with municipal ordinances, state laws and accepted practices relating to the installation, maintenance, alteration, repair and removal of such installations. The individual will exercise independent judgment and make decisions requiring considerable technical discretion.

ESSENTIAL ELEMENTS:

  • Examine plans and specifications for conformity with legal requirements, in connection with applications for permits for plumbing work to be performed, advising plumbers, builders, owners, architects and engineers on plumbing problems and interpreting pertinent codes, laws and regulations.
  • Inspect and test new and existing plumbing systems, water heating systems, water circulation, piping, fixtures, equipment, air conditioning, and water storage systems for compliance with legal requirements as to safety, type and quality of materials being used and for conformity with approved plans.
  • Inspect old installations which may constitute hazards.
  • Issue permits for installation, alteration, repair and connecting plumbing to sewers.
  • Investigate complaints and obtain evidence of violations of the plumbing code or hazardous conditions.
  • Investigate accidents of reported plumbing origin.
  • Inspect plumbing installations which have been damaged by fires, recommending the necessary corrections and deciding which parts of the installations may still be used.
  • Issue verbal or written orders for the correction of deviations from the plumbing codes and follows up in order to ensure that the conditions have been corrected.
  • Enforce compliance with legal requirements, appearing in court to give evidence in such cases and testifying in accident and damage suits.
  • Prepare reports to superiors covering inspections made, conditions found, actions taken and recommendations for future action.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of the principals and theory of plumbing
  • Knowledge of the terminology, codes, symbols and standard abbreviations used in plumbing work
  • Knowledge of the applicable local and state codes and regulations related to plumbing work
  • Knowledge of the safety practices and precautions which should be followed when engaged in plumbing work.
  • Knowledge of the methods and techniques used in the inspection and testing of plumbing systems
  • Ability to follow oral and written instructions
  • Ability to read and interpret documents such as plans, blueprints, schematics, drawings, etc. used in plumbing work
  • Ability to maintain accurate records and express oneself clearly and concisely, orally and in writing
  • Ability to inspect new and existing plumbing systems and to detect faults or defects with material and/or workmanship
  • Ability to deal appropriately on behalf of the city with department employees, the public Capable of quickly making good, accurate and sounds decisions.
  • Experience with electronic management software and ability to utilize a digital work order management process
  • Ability to enforce regulations firmly, tactfully and impartially
  • Ability to supervise the work of journeymen and master plumbers

MINIMUM REQUIREMENTS:

  • High School Diploma or equivalent.
  • Possession of a current and valid journeyman or master plumber’s license issued by the Massachusetts Board of Examiners of Plumbers and Gasfitters.
  • Practical experience as a master or journeyman plumber, continuously, during five years next preceding their appointment.
  • Excellent communications skills.
  • Valid Driver’s License and access to reliable transportation.

PREFERRED QUALIFICATIONS:

  • Associate’s degree or a Master’s Craftsman knowledge level in a professional field or trade.
  • Five (5) years prior work experience as a Plumber or in a related field.

SALARY RANGE: $31.63 - $41.35 hourly, full-time, with an excellent benefits package.
