The City of Worcester’s Technical Services Department seeks applicants for the position of Data Analyst (Database Developer II). Under the direction of the GIS Manager, the Data Analyst is responsible for supporting the City’s work around transparency and data-driven decision-making. The Analyst will be responsible for supporting, maintaining and expanding the City’s open data portal, creating and maintaining spatial and non-spatial data sets, developing processes to automate and transform data feeds, and working to develop and maintain data governance and data privacy policies, practices. The Analyst is expected to work closely with City departments to understand their needs and opportunities for data-related initiatives.


  • Knowledge and ability to select and apply industry standard best practices;
  • Experience managing and maintaining diverse datasets;
  • Experience with geographic information systems (GIS), geography, and/or cartography;
  • Experience creating and maintaining data ETL processes;
  • Experience with business intelligence (BI) technologies;
  • Experience working with people with varying computer skills and aptitudes;
  • Ability to problem-solve, identify alternate solutions and communicate best practices;
  • Ability to communicate effectively (verbally, graphically, and in writing) with citizens, contractors, vendors, and City staff to facilitate the successful completion of duties and other assigned tasks;
  • Ability to work with other IT and non-IT staff to ascertain specific project and department GIS and data needs, and ability to evaluate whether proposed solutions will meet those needs;
  • Experience working with ArcGIS products;
  • Ability to consistently demonstrate sound ethics and judgment.


  • Associate’s Degree in Data Analytics, Computer Science, or related field
  • Two (2) years of experience working with Esri software, including ArcGIS Desktop and ArcGIS Online
  • Two (2) years of experience managing diverse datasets
  • Two (2) years of experience creating and maintaining ETL processes
  • Experience with Python


  • Five (5) years of experience working with Esri software, including ArcGIS Desktop, ArcGIS Online and/or ArcGIS Portal
  • Experience with JavaScript or ESRI API Toolkits
  • Experience with ArcGIS Hub
  • Experience working with Open Data portals
  • Experience with Tableau
  • Experience with ArcGIS Hub
  • Previous municipal GIS experience
  • Experience with data privacy and governance

SALARY RANGE: $73,509 - $96,509 annually, full-time, with an excellent benefits package.
