EMERGENCY PREPAREDNESS GRANT MANAGER
DIVISION OF PUBLIC HEALTH
CITY OF WORCESTER

The Division of Public Health seeks applicants for the Emergency Preparedness Grant Manager position. Reporting to the Chief of Emergency Preparedness, the employee will be responsible for coordinating regional health and medical emergency preparedness planning and response activities in collaboration with regional and state partners. This position is also responsible for overseeing all contractual and fiscal operations of the Massachusetts Department of Public Health (MDPH) Health and Medical Coordinating Coalition (HMCC) grant. The position will coordinate and implement programmatic grant requirements and goals, as well as foster and maintain effective working relationships and information networks with state and local entities.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Excellent written and verbal communication skills
  • Strong public speaking skills and strong attention to detail
  • Demonstrated computer proficiency; proficiency in Microsoft Office Suite, with a minimum of moderate skill level in excel
  • Ability to prepare written reports, investigate, conduct research, and meet deadlines
  • Ability to develop and implement high-level plans, policies, and budgets
  • Ability to conceptualize and organize a project or grant program into manageable tasks
  • Ability to compile Healthcare Hazard and Vulnerability Analysis (HVA) reports
  • Ability to perform unexpected day-to-day tasks related to public health in a professional, efficient, and effective manner
  • Ability to maintain flexibility and prioritize emergency issues
  • Ability to interpret and follow-up on disease outbreak monitoring system
  • Ability to establish and maintain effective working relationships with a diverse, multicultural community, organizations, and staff.
  • Ability to be accessible for 24/7 availability in the event of a disaster and requires flexibility to attend meetings and trainings outside of normal business hours.
  • Ability to serve as a 24/7 Duty Officer on a rotating basis
  • Ability for in-state travel, minimal out of state travel, and reliable transportation.

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in Business/Public Administration, Finance/Accounting, Public Health, Emergency Management, or related field
  • Experience developing and implementing high-level plans, policies, and/or budgets; OR

o An equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above mentioned requirements

PREFERRED QUALIFICATIONS:

  • Master’s Degree in Business/Public Administration, Finance/Accounting, Public Health, Emergency Management, or a related field
  • Previous experience working on emergency preparedness initiatives
  • Previous experience working with local municipalities, state, or federal agencies, and/or healthcare facilities.

SALARY RANGE: $63,657 - $83,402 annually, full-time, exempt, excellent benefits package.
