SENIOR HR GENERALIST
HUMAN RESOURCES
CITY OF WORCESTER

The City of Worcester’s Human Resources Department seeks candidates for the position of Senior HR Generalist (Principal Staff Assistant) to provide advanced administrative support for Human Resources programs and functions. Under the general direction of the Hiring Manager, this position works with the various divisions in the HR department to ensure across the board compliance with City rules, regulations, ordinances, and collective bargaining agreements. Some responsibilities of this position include:

  • Work directly with hiring managers and department heads to write job descriptions, ads, and advertise City vacancies across various platforms.
  • Provide support for administration of civil service and labor service, including overseeing and managing the labor service roster, creating certifications necessary under Civil Service Law, and support for public safety appointments, promotions, and recruitment initiatives.
  • Assist departments with employment interviews, as requested.
  • Assist in the implementation of diversity initiatives; provide related reports, ensure AA/EEO compliance through position descriptions and hiring processes, and partake in initiatives to attract and promote a diverse workforce.
  • Coordinate and/or provide support for community wide opportunity/job fairs.
  • Provide support for the implementation of the Exit Policy to ensure proper separation of departing City employees; including exit forms, interviews, and resignation/retirement acceptances.
  • Assist in internal investigations, as needed.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Working knowledge of public administration, civil service law, compensation;
  • Ability to interpret and explain verbally and in writing to with all levels of management personnel and hiring members, applicants, and the public;
  • Knowledge of and ability to interpret and follow local, state, and federal regulations/statues;
  • Excellent verbal and written communication skills; interpersonal and customer service skills;
  • Strong research and analytical skills; strong time management and organizational skills;
  • Proficient in Microsoft Office Suite, including Excel, Word, Outlook and PowerPoint;
  • Demonstrated proficiency with computers and strong knowledge of virtual web-based conferencing tools such as WebEx and Zoom; familiarity with online job posting boards;
  • Ability to work with diverse organizations/interests, and to create and maintain effective working relationships with the public, City employees, and Department Heads;
  • Ability to manage multiple complex projects;
  • Ability to maintain sensitive, confidential information, manage and organize complex records;

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in Business/Public Administration, Human Resources, Management, or related field.
  • Three (3) years of related experience in personnel and/or human resources functions; OR,
    • An equivalent combination of education & experience that provides the knowledge, skills, and abilities to perform the required duties of the position will be considered in lieu of the above mentioned requirements.
  • Experience developing job descriptions.
  • Excellent verbal and written communication skills.

PREFERRED QUALIFICATIONS:

  • Master’s degree in Business/Public Administration, Human Resources, Management, or related field.
  • Five (5) years of related experience in personnel and/or human resources functions.
  • Previous experience working in the public sector.
  • Previous experience with Civil Service.

SALARY RANGE: $63,657 - $83,402 annually, full-time, exempt, with an excellent benefits package.
