CULTURAL DEVELOPMENT OFFICER
CITY MANAGER’S OFFICE
CITY OF WORCESTER

The City of Worcester seeks applicants for Cultural Development Officer to serve as a liaison between the arts, cultural and creative community in the Greater Worcester area and the City of Worcester (City) government to develop, advance and implement a creative cultural agenda for all Worcester residents and businesses. The employee will serve on the City Manager’s cabinet and as the Executive Director of the Worcester Cultural Coalition Board. Responsibilities include, managing full-time and part-time staff in the Cultural Development Office; establishing an annual creative City agenda and long-term goals for arts and culture in the city as outlined in the Worcester’s Cultural Plan in cooperation with representatives from the WCC board of directors, City Departments identified in the Cultural Plan and the City’s numerous arts and cultural organizations and artists; coordinating and implementing cultural events on the Common and throughout the city; and identifying funding prospects in support of arts and cultural projects. The Cultural Development Officer will work closely to ensure that the Division reflects and effectively serves all of Worcester's diverse populations and remains committed to diversity, equity, inclusion, and access.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Thorough knowledge of rules, laws, and regulations pertaining to local, state, and federal arts and culture incentive programs and grant funding requirements.
  • Proficient customer service, written and verbal communication skills.
  • Effective organizational and critical thinking skills and attention to detail.
  • Computer proficiency; knowledge of Microsoft office software, internet, social media, and website technology.
  • Ability to work independently and to interact effectively with members of the public, local officials, and department personnel.
  • Ability to prepare detailed, accurate reports.
  • Ability to manage staff, a wide range of complex projects, and multiple tasks in a detailed and organized manner.
  • Ability to formulate detailed and accurate strategic plans and to evaluate the performance of department programs.
  • Ability to communicate effectively and tactfully, both verbally and in writing, with department employees, diverse community organizations, and state officials.

MINIMUM REQUIREMENTS:

  • Bachelor’s Degree in Business/Public Administration, Management, Public policy, or related field;
  • Five to ten (5-10) years of related work experience preferably in cultural development and/or public administration; OR,
    • An equivalent combination of education & experience that provides the knowledge, skills, and abilities to perform the required duties of the position will be considered in lieu of the above mentioned requirements.
  • Prior supervisory experience.

PREFERRED QUALIFICATIONS:

  • Master’s Degree in Business/Public Administration, Management, Public policy, or related field.
  • Ten (10) years of related work experience in a cultural development and/or public administration capacity.
  • Significant budget management experience, preferably with a multi-million dollar budget.
  • Significant experience managing complex relationships and partnerships.
  • Ability to develop and implement pioneering, stable funding sources and strategies based in both the private and public sectors.
  • Have a proven development record of accomplishment with national grant-making entities, a strong network of individual, foundation, and corporate donors, and experience with securing successful major grant applications and managing the post-grant assessment process.
  • Ability to structure fundraising vehicles that maximize support of the Jean McDonough Arts Center, City and WCC cultural initiatives.
  • Possess knowledge of municipal government and experience working with cabinet/department officials desired.
  • Experience in local state and national advocacy work to support arts, culture, and creativity funding and resources.
  • Ability to work across departments to create a supportive network for artists and the arts.
  • Worcester Resident.

SALARY RANGE: $76,159 - $100,099 annually, exempt, full-time, with an excellent benefits package + $20,000 annual Worcester Cultural Coalition stipend.
