The City of Worcester seeks applicants for the position of Benefits Manager to oversee the administration and implementation of the City’s group health benefits, life insurance, unemployment compensation programs, as well as other City benefits and leaves of absence, including FMLA. The Benefits Manager is responsible for the direction, coordination, development and supervision of a group of full-time staff. This position works in conjunction with advisory groups and outside consultants, and plan administrators. Some responsibilities of this position include, but are not limited to:

  • Oversee the scheduling and conducting of open or special health and/or life insurance enrollments.
  • Prepare and administer the budget for all group health, unemployment and life insurance premiums and paid claims accounts; accounting for employee and City contributions, payroll deductions and management of cash receipts.
  • Develop demographic information and utilization analyses.
  • Develop and implement strategies to control the cost of benefits programs in conjunction with consultants and insurance carriers.
  • Determine eligibility of subscribers.


  • Knowledge of public sector retirement systems and governmental structures and administration.
  • Knowledge of health/life insurance contract negotiation and administration.
  • In-depth knowledge of Massachusetts Blue Cross Blue Shield, HMO/PPO structures, insurance regulations.
  • Excellent verbal and written communication skills.
  • Ability to prepare and administer a multi-million dollar budget.
  • Ability and skill in the operation of computers, including Microsoft Office Suite.
  • Ability to handle and maintain confidentiality.
  • Ability to problem solve and deescalate situations with disgruntled members of the public, current and/or previous employees.
  • Ability to handle multiple competing priorities in a fast-paced office environment.
  • Ability to establish and maintain relationships with diverse populations, organizations, and interests.


  • Bachelor’s Degree in Business/Public administration, Human Resources, Health Administration or related field;
  • Five (5) or more years of related experience, of which at least two (2) years are in a management/supervisory capacity; OR,
    • An equivalent combination of education & experience that provides the knowledge, skills, and abilities to perform the required duties of the position will be considered in lieu of the above mentioned requirements.


  • Master’s Degree in Business/Public administration, Human Resources, Health Administration or related field.
  • Certified Employee Benefit Specialist.
  • Five (5) or more years of related experience, including municipal government exposure is preferred.

SALARY RANGE: $73,509 - $96,467 annually, full-time, exempt, with an excellent benefits package.
