CONTRACT COMPLIANCE SPECIALIST
ECONOMIC DEVELOPMENT
CITY OF WORCESTER

The City of Worcester seeks applicants for the position of Contract Compliance Specialist (Project Manager, ED) to join the Executive Office of Economic Development, Housing Development Division to create, process, and complete project contracts in compliance with HUD and ARPA programs. Under the direction of the Director of Housing Development, the Specialist will develop, manage, and track federal grant contract workflow for HUD and ARPA programs, draft project contracts and other relevant legal documents, provide information and assistance to contractors and the general public on contract and grant program rules, regulations, policies and procedures and perform other related duties.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Exceptional attention to detail
  • Excellent verbal and written communication skills; ability to communicate clearly and effectively
  • Ability to read and comprehend contract and regulatory language
  • Ability to interpret policies, procedures, codes, ordinances and regulations
  • Ability to interpret and explain grant program goals and objectives with associates and the general public
  • Ability to proofread typed material for grammatical, typographical, spelling errors, and legal citations.
  • Ability to handle multiple priorities in a confidential manner
  • Ability to operate modern office equipment including but not limited to a personal computer, PDA, calculator, copier, and multi-line telephone system
  • Ability to work independently with minimal supervision
  • Ability to maintain an organized work environment, and maintain accurate, timely documentation
  • Ability to and interact with diverse, ethnic, cultural and socio-economic groups, etc.
  • Ability to exercise good judgment and make decisions
  • Ability to establish and maintain cordial effective working relationships with associates and the general public

MINIMUM REQUIREMENTS:

  • Bachelor’s degree in Business/Public Administration Political Science, English, Paralegal Studies, or closely related field
  • Three (3) years of experience in contracts compliance, governmental legal departments, legal offices (law firms, corporations, etc.), nonprofits, healthy housing fields (lead, mold, asbestos, IAQ, etc.), or closely related field
  • Experience with creating, reviewing, and processing legal documentation

PREFERRED QUALIFICATIONS:

  • Master’s degree in Business/Public Administration, Political Science, English, Paralegal Studies, or closely related field
  • Five (5) or more years of experience in contracts compliance, governmental agencies, legal offices, healthy housing fields (lead, mold, asbestos, IAQ, etc.), or closely related field
  • Certificate in Paralegal Studies from an ABA-approved program
  • Thorough knowledge of Federal, State and local laws and ordinances governing the activities of the department, which includes all State and Federal Lead Based Paint regulations as well as HIPAA Regulations.

SALARY RANGE: $68,500 - $89,517 annually, full-time, exempt, with an excellent benefits package.
