OPERATIONS SPECIALIST
CABLE SERVICES DIVISION
CITY OF WORCESTER

The City of Worcester seeks applicants for the position of Operations Specialist to assist with the coordination and production of all aspects of the City’s government access cable television programming, including program segment development, videotaping and televising events and meetings, maintaining electronic bulletin board and related operations. Under the supervision of the Director of Cable Services, the Operations Specialist will record City Council, Standing Committees, Boards & Commissions and various other meetings, for broadcasting on Government Access Channel and streaming on multiple platforms. The work contributes substantially to the efficiency and effectiveness of the Office of the City Manager and its ability to deliver consistently high-quality service to the City and the public. The incumbent must be able to work flexible hours, including evenings and weekends as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of television production, programming and broadcasting systems and of broadcasting, audio-video and other equipment used in television production and other audio-video productions.
  • Knowledge of audio-video computer technology used in video productions.
  • Strong interpersonal and communication skills, and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Demonstrated cultural competence to effectively interact, work, and develop meaningful relationships with people of diverse identities, perspectives and cultural backgrounds.
  • Ability to design and manipulate creative and informative computer graphics for broadcast television and computer based interactive applications.
  • Ability to edit video and audio materials, operate a variety of audio-video production equipment, identify equipment malfunctions and make minor repairs.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Ability to work independently, with minimum supervisory direction, and to establish work priorities and follow-up actions required to meet strict deadlines accurately and completely.
  • Ability to work to with minimal supervision and independently; strong judgment and accountability is expected.
  • Ability to communicate effectively and clearly, both verbally and in writing, and to prepare succinct, coherent and accurate scripts, reports and analyses.
  • Ability to establish and maintain effective working relationships within the Office of the City Manager, Cable Services Division, and with other city officials and employees, as well as state agencies and public and private organizations involved or interested in government access programming and broadcasting, and other members of the public.
  • Ability to exercise a high degree of tact, discretion and diplomacy in dealing with sensitive, complex and confidential issues/situations.
  • Must be available to work on a flexible schedule, including weekends and evenings as required.

MINIMUM REQUIREMENTS:

  • Associate’s Degree in Television Production, Communications, Broadcasting, or similar field
  • Three (3) years of experience in television production, or as a broadcast, graphics and/or audio/visual technician; OR,
    • An equivalent combination of education & experience that provides the knowledge, skills, and abilities to perform the required duties of the position will be considered in lieu of the above mentioned requirements.
  • Post production editing experience.

PREFERRED QUALIFICATIONS:

  • Bachelor’s Degree in Television Production, Communications, Broadcasting, or similar field
  • Strong editing skills with Adobe Premiere or Avid Media Composer
  • Proficiency with Adobe Creative Suite, with emphasis on Photoshop and/or Illustrator
  • A background working with Tightrope Cablecast and Carousel is preferred
  • Familiarity with both PC and Apple work stations

SALARY RANGE: $21.76 - $26.35 hourly, full-time, exempt, with an excellent benefits package.
