    The Board of Election Commissioners is holding a public hearing on Wednesday, September 29, 2021 at 6:30 p.m. in the Esther Howland (South) Chamber, Worcester City Hall, 455 Main St., when the Board will listen to residents, voters and others with comments on the preliminary ward and precinct maps of the City of Worcester in response to the 2020 US Census.     One of two meeting chambers situated in Worcester City Hall, this room is named after Esther Howland (1828 - 1904) an artist and businesswoman who was responsible for popularizing Valentine's Day greeting cards in America. Although Valentine's Day cards had been available in America for more than half a century before Esther started her business she was the first person to ever commercialize them in America. Her valentines became renowned throughout the United States and she was called "The Mother of the American Valentine".
