29.     Petition of Scott Babbitt request City Council adopt a Handicap Parking Monitor Program.  This program would allow local law enforcement agencies to recruit, select, train and deploy volunteers to write citations for vehicles illegally parked in spaces designated by law for the handicapped.  Handicap Parking Monitors would work directly for assistant volunteer site supervisors assigned to various area commands.  Minimum requirements:  1) at least 21 years of age, 2) possess a valid MA drivers license or MA ID card and 3) meet any other requirements that might be established by the appropriate law enforcement agency.

Recommend adoption of the accompanying Two orders:

 

Request the City Manager request the Police Chief to direct a route car on a regular basis to the area of 1189 Main Street on Sundays between 10:30 am and 1:30 pm to assist the public in safe crossing of Main Street.

 

Request the City Manager to request the Commissioner of Public Works to install appropriate additional signage in the vicinity of 1189 Main Street to guard pedestrians attempting to cross the street against motorists proceeding without taking the safety of pedestrians, especially children, into consideration.
