Communications of the City Manager

Transmitting informational communication relative to the 2021 Comprehensive Clean City Plan. # 9.5C CM May 12, 2021

Chairperson Councilor Russell read the item and recognized the Commissioner of Public Works and Parks, who provided an overview of the Department of Public Works and Park’s new Comprehensive Clean City Program, including the department’s goals to increase the cleanliness of the city through dedicated litter patrollers and quality of life team members.

Chairperson Councilor Russell discussed the city’s plans to revamp the city’s recycling program through new bins with covers on them, as well as whether clear bags will continue to be allowed with the Commissioner of Public Works and Parks.

Chairperson Councilor Russell recognized Councilor Wally, who discussed whether the dedicated litter patrollers and quality of life members will be geographically based, needs for the dedicated litter patrollers during the winter months, the public awareness campaign relative to decreasing the contamination level in the city’s recycling, increasing the hours and services at the Millbury St. Drop Off Center and whether the street sweeping program could be expanded with the Commissioner of Public Works and Parks.

Chairperson Councilor Russell discussed the funding courses for the Comprehensive Clean City Plan, including the increase in costs for the yellow trash bag with the Commissioner of Public Works and Parks and the Assistant Commissioner of Public Works and Parks.

Chairperson Councilor Russell recognized Councilor Mero-Carlson, who discussed who the dedicated litter patrollers and quality of life members will report to with the Commissioner of Public Works and Parks.

Chairperson Councilor Russell discussed whether city employees are encouraged to call-in litter issues they notice on the street, as well as the creation of an application that could be used to help residents call-in littering issues with the Commissioner of Public Works and Parks and Assistant Commissioner of Public Works and Parks.

Councilor Russell then brought forth the following two Chairman’s Orders: 1) Request City Manager request Commissioner of Public Works and Parks create a policy for DPW staff to call-in litter they see on the street, as well as report private properties that are failing to maintain the proper level of cleanliness according to the city's regulations; and 2) Request City Manager request Commissioner of Public Works and Parks provide City Council with a report concerning the status of creating a littering application.

Chairperson Councilor Russell moved for a roll call vote to recommend approval to support the plan as presented.

Chairperson Councilor Russell recognized the Commissioner of Public Works and Parks, who spoke to the department’s desire to maintain the rates as close to possible due to economic constraints on residents brought on by COVID-19.

Chairperson Councilor Russell discussed the impact of the proposed 4% increase in the sewer rate, which was created primarily due to reserve account needs and debt services, and that there would be no increase in the water rate with the Commissioner of Public Works and Parks and Assistant Commissioner of Public Works and Parks.

Chairperson Councilor Russell recognized Councilor Bergman, who discussed concerns relative to funds allocated to the enterprise accounts, including ensuring the accounts are transparent, as well as the city’s requirements to funding Upper Blackstone Clean Water with the Commissioner of Public Works and Parks and Assistant Commissioner of Public Works and Parks.

Chairperson Councilor Russell discussed the City Council’s need for increased transparency associated with Upper Blackstone Clean Water’s budget with the Commissioner of Public Works and Parks.

Chairperson Councilor Russell then brought forth the following Chairman’s Order: Request City Manager, in the future, ensure the city’s representatives at Upper Blackstone Clean Water organize their financial information in a similar format as the Department of Public Works and Parks and other city government agencies, so that it can be made readily accessible to the public.

Chairperson Councilor Russell recognized Councilor Wally, who discussed a desire to be fiscally responsible as it relates to budgeting for the sewer and water reserves due to the city’s older infrastructure with the Assistant Commissioner of Public Works and Parks.

Chairperson Councilor Russell recognized Councilor Mero-Carlson, who discussed the amounts that were added into the water and sewer reserve accounts over the previous fiscal year with the Assistant Commissioner of Public Works and Parks and Chief Financial Officer.

Chairperson Councilor Russell discussed the timing of bills going out relative to the water and sewer rates with the Commissioner of Public Works and Parks.

Chairperson Councilor Russell moved for a roll call vote to recommend the item be approved.
