1.                 Review of Winter Parking Ban

 

Mr. Moylan gave an overview of the report from May 29, 2001

 

Chief Gallagher spoke to the report; people parked more than 12” from curb and closer to intersections thereby making it more difficult for vehicles to get down streets, more vehicles towed

Chairman’s Order – Request Administration report what it would cost to sign problematic streets relative to the declared winter parking ban.

 

Chairman’s Order – Request Administration report what it would cost to sign streets outlined in Chief Dio’s memo relative to the declared winter parking ban.

 

Chairman’s Order – Request Administration consider establishing a  specific telephone number for winter parking ban information.

 

Chairman’s Order – Request Purchasing Agent provide a report as to the  number of vehicles towed in the last 5 years on an annual basis under towing contracts.

 

Chairman’s Order – Request Administration report on program City of Boston instituted whereby 3,000 abandoned cars were  towed; under what statute and how this program was funded.

 

Chairman’s Order – Request Administration report on the current backlog of abandoned vehicles, differentiating unregistered as opposed to registered vehicles.

 

Chairman’s Order – Request Administration report on the cost of advertising and education of the public relative to the declared winter parking ban.

 

Chairman’s Order - Request  Administration provide recommendations to improve implementation of the declared winter parking ban.

 

Chairman’s Order – Request Administration consider deploying one plowing inspector per truck instead of two.

 

Chairman’s Order – Request Administration report on what type of evaluation takes place by inspectors and internally by Public Works relative to supervision of plowing contractors.

 

Chairman’s Order – Request City Solicitor or the Purchasing Agent report outlining the two towing contracts, distinctions between contracts and what the City is doing to hold contractors accountable.

 

Motion – Clancy - That the Joint Committees on Public Works and Traffic and Parking go on record in support of continuing the declared winter parking ban.  Roll Call Vote – Nadeau – No, Gomez – Yes, Lukes – No, Clancy – Yes, Murray - Yes
