Chairperson Councilor Toomey read the item and moved for a roll call vote to adopt the order. Order adopted on a roll call vote of 2 Yeas and 0 Nays (Rivera absent)

Communications of the City Manager - Fire Department

Transmitting informational communication relative to a report concerning the Fire Department Strategic Plan. # 10.10A CM April 5, 2022

Chairperson Councilor Toomey read the item and recognized the WFD Acting Chief, who provided an overview of the Fire Department Strategic Plan.

Chairperson Councilor Toomey recognized the WFD Support Services Acting Deputy Chief, who provided a presentation on the Fire Department Strategic Plan, including the timeline of the development of the plan and actions taken concerning the ten initiatives for improvement identified by the Strategic Planning Committee, which are leadership, communication network, chain of command, standard operating procedures, training, professional development; recruitment, application, and hiring process, operational staffing, support services staffing, and emergency response deployment.

Chairperson Councilor Toomey recognized the WFD Acting Chief, who discussed the impact of the initiatives on daily workload, the institution of the chain of command, feedback concerning the chain of command, new archival system for WFD documents, and the timeline for the plan with the WFD Support Services Acting Deputy Chief and the WFD Operations Deputy Chief.

Chairperson Councilor Toomey recognized the WFD Operations Deputy Chief, who discussed the efficiency of the increased training firefighters and improvement on the proficiency of operations as a result.

Chairperson Councilor Toomey then discussed the marketing and recruitment for summer boot camp for high school students, providing internships for Marketing students at QCC to create marketing campaign for the summer boot camp with the WFD Acting Chief.

Chairperson Councilor Toomey brought forth the following Chairman’s Order: Request City Manager request Fire Chief consider working with Marketing students at QCC for a marketing project on social media for the WFD summer boot camp.

Chairperson Councilor Toomey recognized the WFD Acting Chief, who discussed the plans concerning the construction of the South station building, equipment improvement and funding for the department, the positive impact of the unmanned aircraft system and the needs for strong policy and oversight for the system.

Chairperson Councilor Toomey recognized the Councilor Colorio, who discussed the feedback from WFD staff members to the strategic plan with the WFD Support Services Acting Deputy Chief and the WFD Operations Deputy Chief.

Chairperson Councilor Toomey recognized the following speaker:
1. Greg Degermajian, Worcester resident, spoke neither in favor nor opposed to the item

Chairperson Councilor Toomey brought forth the following Chairman’s Order: Request City Manager request Fire Chief provide City Council with report concerning the Worcester Fire Department’s equipment usage, including usage of equipment containing PFAS.

Chairperson Councilor Toomey read and moved to recommend the item be held.
