Approval of the Minutes

Order - That the City Council Standing Committee on Public Safety hereby approves the minutes of the Public Safety Committee meeting on May 19, 2020.

Chairperson Councilor Toomey read the item and moved for a roll call vote to adopt the item. Order adopted on a roll call vote of 2 Yeas and 0 Nays (Colorio absent)

Communication of the City Manager

Transmitting informational communication relative to a report regarding information on the Body-Worn Camera Pilot Program. # 9.10A CM July 21, 2020

Attachments

Chairperson Councilor Toomey read the item and provided information relative to the City Manager’s Body-Worn Camera Pilot Program communication and that another meeting would be held on August 17, 2020 at 6 p.m. to allow for public input.

Chairperson Councilor Toomey recognized the Police Chief, who introduced the members of the Worcester Police Department on the meeting.

Chairperson Toomey recognized the WPD Captain and WPD Lieutenant, who both provided an overview of the Body-Worn Camera Pilot Program, including information concerning the number of officers involved in the program, officer training associated with the program and public record request volume anticipated with the program.

Chairperson Councilor Toomey discussed best practices, technologies used and how the policy associated with the Body-Worn Camera Pilot Program was created with the Police Chief.

Chairperson Councilor Toomey recognized Councilor Colorio, who discussed the purpose of the Body-Worn Camera Pilot Program, the effect Body-Worn Cameras would have on transparency and implementation with the Police Chief and WPD Sergeant.

Chairperson Councilor Toomey recognized Councilor Rivera, who discussed whether body cameras would support the community’s trust of the Worcester Police Department, transparency issues as well as the effectiveness of body cameras with the Police Chief.

Chairperson Councilor Toomey recognized Councilor Mero-Carlson, who discussed whether the cameras used during the Body-Worn Camera Pilot Program were rented with the Police Chief.

Chairperson Councilor Toomey recognized Councilor Rosen, who discussed whether police officers were consistent in turning their cameras on during interactions with public with the WPD Captain and the WPD Lieutenant.

Chairperson Councilor Toomey moved for a roll call vote to recommend the item be held.
