Order of Councilor Morris A. Bergman - Request City Manager consider implementing a moratorium in the interpretation/application and enforcement of that part of the definition of a LODGING HOUSE under the City of Worcester Zoning Ordinance (As amended through May 2, 2017) where “A dwelling or that part of a dwelling where sleeping accommodations are let, with or without kitchen facilities, to four (4) or more persons not within the second degree of kindred to the person conducting it…” that is being applied to pre-existing multi-family homes with 4 or more existing bedrooms. # 10a CC April 10, 2018

Chairman's Orders

Request City Manager request City Solicitor report how the term “Lodging House” is applied on a local level in light of the State Supreme Courts recent decision regarding the definition of the term “Lodging House”.

Request City Manager consider collecting data regarding the number of bedrooms at locations where citations are issued relative to the enforcement of code violations at dwellings of 4 or more existing bedrooms.

Request City Manager provide to City Council a copy of the Boston ordinance regarding an allowance for student at dwellings of 4 or more existing bedrooms and further, report if this could be applied to Worcester and if it is feasible to adopt a similar ordinance in Worcester.
