Chairman's Orders

Request City Manager request the City Solicitor to provide City Council with clarification of the votes needed in City Council for approval of provisions of Massachusetts General Laws with reference to health insurance for public employees and public retirees, and further, whether the City Council has sole authority to enact changes pursuant to acceptance of provisions of state law, or, if their acceptance requires additional concurrence by the City Manager before City Council action is effective.

Request City Manager request the City Solicitor to inform City Council whether provisions of the Massachusetts Health Care Reform Act pertain only to active public employees, or also pertain to retired public employees.

Request City Manager meet with members of the coalition of retired City of Worcester employees to discuss Medicare Part B.

Request City Manager report to City Council concerning the feasibility of partial funding by the City of the costs of Medicare Part B according to the income level and years of service of the individual retiree similar to the partial funding of health care costs for active employees.

Request City Manager provide City Council with a summary breakdown of the cost savings realized by health care coverage changes that have been enacted affecting City of Worcester retirees.

Request City Auditor inform City Council of the number and names of Massachusetts cities and towns that have accepted MGL Chapter 32B, Section 18 and have funded payments for Medicare Part B.
