ELECTION OF THREE RESIDENTS TO THE LIBRARY BOARD OF DIRECTORS

7a.

ELECTION - To fill three (3) vacancies for two (2) terms ending December 31, 2027 and one (1) term expiring in 2025.

Mayor Petty read the item and provided an opening statement, including information from, “Rules Appendix D – Election of the Library Board,” from the Rules of City Council, which outlines the process for electing members of the Library Board of Directors. Mayor Petty recognized David Dominguez, Juliet Feibel and Gail Schuyler, who spoke relative to their qualifications to be elected to the Library Board of Directors. Mayor Petty moved for a roll call vote to elect two members for the terms ending on December 31, 2027. David Dominguez and Gail Schuyler, having received the most votes and a majority vote of City Council, were elected on the first roll call for a term ending on December 31, 2027. Mayor Petty moved for a second roll call vote to elect one member for the term ending on December 31, 2025. With no candidates having received a majority vote of City Council, Tina Sullivan, the candidate who received the least number of votes, was eliminated from contention. Mayor Petty moved for a third roll call vote to elect one member for the term ending on December 31, 2025. Jessica Walsh, having received the most votes and a majority vote of City Council, was elected on the third roll call for a term ending on December 31, 2025.

HELD TAX CLASSIFICATION HEARING

Hearing: To determine tax rates for residential, commercial, industrial and personal properties for Fiscal Year 2022. (Tabled Under Privilege - Petty November 30, 2021)

Mayor Petty opened the Tax Classification Hearing at 7:23 P.M. Mayor Petty read the item and moved to take the item up collectively with items #8b CC and #8c CC. Mayor Petty brought forth an amended tax table, as the Public Disclosure Period required by Mass DOR on assessments during a revaluation year concluded, creating minor changes in a few individual tax lines. (Please see attachments of item #8c CC for amended tax tables). Mayor Petty recognized Councilor Wally, who moved to recommend for consideration, on the amended Tax Rate Options Table, Line 263 – That the Tax Rate for Fiscal Year 2022 be set at $15.53 for Residential Property and $32.24 for Commercial, Industrial and Personal Property (see Item #19a CC). Mayor Petty recognized Councilor Rose, who moved to recommend for consideration, on the amended Tax Rate Options Table, Line 284 – That the Tax Rate for Fiscal Year 2022 be set at $15.22 for Residential Property and $33.29 for Commercial, Industrial and Personal Property (see Item #19b CC). Request City Manager request the Commissioner of Health and Human Services and Commissioner of Public Works and Parks, as well as any other appropriate agencies, work with UMass Medical and their student Christopher Fay to enact the Practice Safe Skin Program, which is part of IMPACT Melanoma’s national campaign. Further, request City Manager include the Worcester Public Schools sport departments, the city’s colleges, the Worcester Red Sox, the Worcester Bravehearts, public and private golf courses and any other entities that would be appropriate for establishing the program in the city. Petty – That the City Council of the City of Worcester does hereby authorize the City Solicitor to execute the consent decree containing the following three electoral system options: Option #1: A single-member district-based system for electing all members of the Worcester School Committee with no at-large seats (the “Single Member System”). Under any such Single Member System, there shall be a total of six (6) single-member Worcester School Committee districts, including two (2) majority-minority districts, based on citizen voting age population of Hispanic/Latino/a and Black residents, and the Mayor as Chair. Option #2: Hybrid: A hybrid system that combines single-member district-based seats with 1 at-large seat. Under the Hybrid System, the Worcester School Committee shall be comprised of seven (7) single-member district-based seats, including two (2) majority-minority districts, based on citizen voting age population of Hispanic/Latino/a and Black residents, with one (1) at-large seat and the Mayor as chair. Option #3: Hybrid: A hybrid system that combines single-member district-based seats with 2 at-large seats. Under the Hybrid System, the Worcester School Committee shall be comprised of six (6) single-member district-based seats, including two (2) majority-minority districts, based on citizen voting age population of Hispanic/Latino/a and Black residents, with two (2) at-large seats and the Mayor as chair: recommend Order be placed on file.
