Recommend that Twenty Five Thousand Thirty Dollars And No Cents ($25,030.00) be transferred from Account # 91C7113A Citywide Building Rehabilitation to Account #55C702 Public Library Rehabilitation, to pay for contractual obligations related to the repairs to the Library stairs.

Recommend that Eight Hundred Thousand Dollars And No Cents ($800,000.00) be transferred as follows: $660,000.00 be transferred from Water Main Loan Account #91C7132B and $140,000.00 be transferred from Water Main Loan Account #91C7131B and the total amount of $800,000.00 be appropriated to DPW Account #45C720, Water Mains to allow for the payment of current and future obligations.

Recommend that One Million Dollars And No Cents ($1,000,000.00) be transferred from Loan Account #91C7412B, Street Construction, and be appropriated to DPW Account #41C741, Street Resurfacing, to allow for the payment of current and future obligations.

Recommend that Four Hundred Forty Nine Thousand Eight Hundred Ninety Seven Dollars And No Cents ($449,897.00) be transferred as follows: $400,000.00 be transferred from Loan Account #91C7411D, Private Street Conversion, and $49,897.00 be transferred from Loan Account #91C7411C, Private Street Conversion, and be appropriated to DPW Account #41C768, Private Street Conversion to provide funds for the payment of current and future expenditures.

Recommend that One Million Five Hundred Thousand Dollars And No Cents ($1,500,000.00) be transferred from Loan Account #91C7411K, Street Construction, and be appropriated to DPW Account #41C799, Street Construction to allow for the payment of current and future obligations.

Recommend that Fifteen Thousand Dollars And No Cents ($15,000.00) be transferred from Loan Account # 91C777, Auditorium Rehab, and be appropriated to Auditorium Account # 74C701, Auditorium Capital Rehab to allow for contractually obligated payments.

Recommend that One Million Five Hundred Forty Four Thousand Five Hundred Fifty Seven Dollars And No Cents ($1,544,557.00) be transferred from Account #91C7110A, Citywide Building Rehabilitation , and appropriated to Account #50C704, School Building Rehabilitation , to provide funding for school rehabilitation projects as approved in the Capital Improvement Program.

Recommend that Twenty Seven Thousand Seven Hundred Twenty Eight Dollars And Twenty Two Cents ($27,728.22) be transferred from the various Airport Capital Project accounts, and appropriated to the various Capital Project accounts to close out the city's capital obligations to Massport, FAA and MAC.

Recommend that Two Hundred Thousand Dollars And No Cents ($200,000.00) be transferred from Account #75C504, DCU Special District Financing, and appropriated to Account #75C704, DCU Special District Financing, to pay for contractual obligations related to design services for the DCU Center.

Recommend that One Hundred Thirty Two Thousand Nine Hundred Nine Dollars And No Cents ($132,909.00) be transferred from various special revenue accounts and be appropriated to Account #359-76, Hope Cemetery Perpetual Care Trust, to close out year end Fiscal 2012.

Recommend that One Hundred Thirty Six Thousand Five Hundred Thirty Six Dollars And No Cents ($136,536.00) be transferred from Account #900-92000, City Manager's Contingency, and be appropriated to various Public Library accounts, to provide funding for the expansion of the Worcester Public Library's hours of operation. Refer to CCM Item 10.19A

Recommend that Fifty Thousand Dollars And No Cents ($50,000.00) be transferred from Account #900-92000, City Manager's Contingency , and appropriated to Account # 040-92000, City Manager's Ordinary Maintenance to address funding related to homelessness/emergency services .

Recommend that Seven Hundred Sixty Thousand One Hundred Two Dollars And No Cents ($760,102.00) be transferred from the following accounts ($407,262.00) from Account #750-92000, Civic Center Ordinary Maintenance , and ($352,840.00) from Account #750-94000 , Civic Center Debt Service, and appropriated to Account #75S503, DCU Lease, to fund DCU Center obligations as approved in the Fiscal 2013 budget.

Recommend that Two Thousand Six Hundred Forty Six Dollars And Nineteen Cents ($2,646.19) be authorized from Account # 010-92000, City Council Ordinary Maintenance for the payment of a prior year invoice.

Recommend that Forty One Thousand Seven Hundred Seventy Five Dollars And Fifty Four Cents ($41,775.54) be transferred from the following accounts # 330-04, Reserve for Appropriation Off street Parking, Account #330-29, Reserve for Appropriation FEMA, to close out year end deficits in Off Street Parking and Conservation Fees.

Recommend that the following transfer be made to close out Fiscal 2012 accounts related to the City Square project.as identified and correct City Square expenditures.

Recommend that Thirty Nine Thousand Four Hundred Thirty Five Dollars And No Cents ($39,435.00) be transferred from Account #50S648, Commerce Bank Donation, and appropriated to Account #91C759, Foley Stadium Improvement, to adjust expenditures related to Foley Stadium accounts for year end Fiscal 2012.

Recommend that Fifteen Dollars And Thirteen Cents ($15.13) be authorized from Fiscal Year 2013 Treasury Ordinary Maintenance Account #660-92000, to pay a prior year invoice to United Parcel Service.

Recommend the Loan Order adopted by City Council on August 21, 2001 which Authorized the Borrowing of the Sum of Two Million Dollars to be Appropriated to Account #91C711, Building Rehabilitation (Centrum Center) be amended to appropriate the sum of Six Hundred and Fifty Thousand Dollars ($650,000.00) which represents the balance of the above Loan Order to Account #91C775, Building Rehabilitation Centrum Center.

FROM THE COMMITTEE ON MUNICIPAL OPERATIONS - Request City Manager provide a list of all the non-profits operating in the city and report as to whether they own their property or rent and if they own their property, what is the current assessment for those properties.

FROM THE COMMITTEE ON MUNICIPAL OPERATIONS - Request City Manager provide the budgets and the number of employees for the Human Resource Department for both the School Department and the city administration. Further, request a list of like sized communities who have privatized their Human Resource functions.

FROM THE COMMITTEE ON MUNICIPAL OPERATIONS - Request City Manager report the number of livery companies and the number of independent livery drivers operating in the city.

FROM THE COMMITTEE ON MUNICIPAL OPERATIONS - Request City Manager provide a copy of the City of Boston’s Ordinance and Regulations regarding taxis and liveries.

FROM THE COMMITTEE ON MUNICIPAL OPERATIONS - Request City Manager report the number of fines levied against liveries or taxis, the number of fines not paid and the number of fines not paid, but the livery or taxi is still operating.

FROM THE COMMITTEE ON MUNICIPAL OPERATIONS - Request City Manager provide the salaries of City Auditors/Comptrollers in communities of similar size to Worcester.

FROM THE COMMITTEE ON PUBLIC WORKS - Request City Manager recommend to the City Council criteria for designating streets in honor of notable Worcester people.

FROM THE COMMITTEE ON PUBLIC WORKS - Request City Manager take the steps necessary to have removed the overgrown brush that encroaches onto the public way at the former El Morocco Restaurant on Wall St.

FROM THE COMMITTEE ON PUBLIC WORKS - Request City Manager request the Police Chief to enforce the existing truck ban in Beaver Brook Parkway.

FROM THE COMMITTEE ON TRAFFIC AND PARKING - Request City Manager, during the 2013 reconstruction of the Civic Center, consider installing one handicapped ramp in Foster Street adjacent to the handicapped parking space at the southeast corner of the building.

Request City Manager request the Police Chief install a speed enforcement detail in Beacon Street. (Rivera)

Request City Manager provide City Council with a copy of the original 1999 South Worcester Industrial Park plan, how has it changed since that time, the obstacles to bringing the park to fruition, the plan to reactivate and what will be necessary to make the plans a reality. (Rivera)

Request City Manager request the Commissioner of Public Works and Parks to recommend traffic control improvements for motorists exiting Orient Street as it intersects with Billings Square including adding signage that clearly states “No Left Turn Ahead” and “No Left Turn” , all in the interest of both pedestrian and motorist safety. Request City Manager arrange to have the Department of Public Health staff work with the Youth Opportunities Office to address the findings revealed in the Youth Health Survey 2011. (Rivera)

Request City Manager come up with a plan to open up Albany Street to traffic and what that process would entail. (Palmieri)

Request City Manager and City Council jointly review the status of Goddard Memorial Drive from Airport Drive to Main Street including ownership of the road, state mandated speed limits, crosswalks and the feasibility of pedestrian crossing signals at the intersections of Parson Hill Drive and Goddard Memorial Drive as well as at Beatrice Drive and Goddard Memorial Drive. Request City Manager contact the United States Department of Agriculture and the Massachusetts Department of Conservation Resources to request that they inform the City of Worcester what the next steps are that will be taken if in fact the spread of the Asian Long-horned beetle has subsided. Request City Manager and the Department of Public Health review the best practices in place in other communities dealing with the issue of prostitution and recommend actions to be implemented in Worcester. (Rivera)

Request City Manager provide to City Council an update concerning the property (open space) adjacent to Dodge Park. (Palmieri)

Request City Manager to work with officials from the Massachusetts Department of Environmental Protection to ensure the quality of life for residents living in close proximity to the rock crushing operation in Millbury. (Toomey)

Request City Manager and Superintendent of Worcester Public Schools to communicate with the Central Massachusetts Special Education Collaborative regarding the recent Audit of that organization by the State Auditor for the purpose of applying any surplus due to the Worcester Public Schools against rates to be charged for services in FY 2013.(Lukes)

Request City Manager report on the annual benchmarks/goals, if any, for Destination Worcester. (Lukes)

Request City Manager submit a report on the table of organization and salaries of Destination Worcester. (Lukes)

Request City Manager report on the number and type of conventions and events, the number of hotel rooms and visitors and income generated by those events in the past five years as a result of the efforts of Destination Worcester. (Lukes)

Request the City Clerk submit in writing the number of weddings performed by him individually and by the assistant Clerk, individually from January, 2012 to June, 2012 and the total income generated from the performance of those weddings.(Lukes)

Request the City Clerk submit a range of the number of weddings he anticipates, based on past data, to be performed by him and the assistant clerk from July to December, 2012. (Lukes)

Request City Manager provide City Council with a review of the August 2, 2012 military operation conducted in Worcester including the communications that were put forth to the community and a recommendation for enhancing the future communication protocols to the various and many communities within the City of Worcester.
