Mayor O'Brien read and presented a Proclamation proclaiming September 5th to September 11th, 2011 as Arthritis Awareness Week. The Mayor invited Rebecca Harris and Sean Fitzpatrick to say a few words regarding this event.

Mary Boulay, Worcester resident, appeared and spoke to express her gratitude for the action taken by City Council and the Administration in resolving the heating/air condition issues that occurred at Ascension Heights.

Also, she wanted to convey her thanks to all the South High School students, past and present, volunteers and teachers who participate in the Blackstone Canal Horse and Wagon Tour. She stated that this tour is a gem and it gave her a greater appreciation of the district.

Request City Manager submit a legal opinion on the issue of who has the burden of proof in the matter of valuation of property in any class, whether the city or the taxpayer, when the accuracy of the software is challenged by the taxpayer and further to what

Request the City Manager provide the City Council with a cost analysis regarding the use of outside law firms versus increasing our own law department. (Toomey)

Request the City Manager update the City Council concerning the efforts to eradicate the Asian Long Horned Beetle in light of the findings of the Harvard University findings concerning the long-term impacts of the beetle on the New England forests. (Palmieri, Rushton, O'Brien)

Request the City Manager consider recommending an amendment to the Problem Property Ordinance that allows the city to bill a problem property owner for the cost of having a police officer stationed on the subject property for the purpose of persuading the property owner to address widespread code violations. This provision was recently approved and implemented in the City of Boston as reported in The Beacon published by the Massachusetts Municipal Association. (Toomey)

Request the City Manager request NGrid to provide the City Council with information concerning their response times to the August 28, 2011 outages, list of outage location, duration and size throughout the city including information about the Richmond Avenue and Morningside/Rob Roy Road areas, and which of these was due to hurricane or infrastructure issues. Request City Council place before the voters at the November 8, 2011 municipal election the following non-binding question: Do you support changing the membership of the School Committee from its current composition of all At-Large Committee members to a combination of At-Large and District Committee members?
