Mayor O'Brien recognized the City Manager so he may introduce Doug Caffrey, who on behalf of his family, recognized Clarence Plant with the Caffrey memorial flag. Mr. Plant spoke of giving back to the community and citizen contributions. Mr. Plant thanked the Caffrey Family and Councilor Haller. Councilor Haller spoke of Mr. Plant's work on the City Manager's homelessness task force and the Caffrey family's contributions to the community. Placed on file
