Further request that this service be provided several times in the mornings and again in the afternoons, both outbound and inbound. This service was formerly provided by the old #4 Millbury City Line and eliminated on January 28th, 2006 creating a serious hardship and reduction in the quality of life for residents in the Green Island neighborhood. 56.     Order of Councilor Kathleen M. Toomey - Request City Manager work with members of the business community to create a Worcester "Apprentice" program by helping to provide start up funding to the winner of a competition to be held among college students who would create business plans for a (or a few) viable enterprises that would attract college students downtown.  Further, request City Manager invite volunteers from the business community to be part of the Committee who would read the submitted plans and select the winners.
