36.     Request City Manager explore the availability of state, federal and/or foundation grant monies such as a Preserve America grant or Wallace Foundation grant, that the City of Worcester’s Frederick Law Olmstead Elm Park might qualify for as we explore funding opportunities for the rehabilitation of the Fire Alarm Station. 37.     Request City Manager investigate installing signage at every major artery entry point into and exit out of the city welcoming visitors at the entrance into the city, announcing a distinguishing fact about Worcester, (e.g., home to 12 colleges, biotech center, etc.), thanking people for visiting on the way out with a different fact about Worcester and to propose a universal design that is attractive and befitting the second largest city in New England, only if grant funds can be obtained for funding this endeavor. 38.     Request City Manager investigate the Park and Ride program in Columbus, Indiana, which provides a shuttle service for downtown employees that eases parking congestion in their central business area, and consider recommending implementation of a similar program for Worcester. 39.     Request City Manager work with community sponsors and partners to create an event, such as a black-tie ball, celebrating Worcester’s parks, which would act as a fundraising source for renovation and renewal of Elm Park, the country’s first public park, as well as an opportunity to establish this as an annual event to raise monies for other parks projects. 51.     Request City Manager report to City Council what steps can be taken to lower health care costs and insurance premiums for city employees while improving their health, including screening, health education programs and health fairs, among others, in a concentrated effort to reduce hypertensive, cholesterol, ulcer and anti-depressant medications whose numbers are higher than the national average and contribute to high cardiovascular risks. 51a.   Request City Manager’s designee to the UniverCity Partnership request the Executive Committee of this partnership to advocate for a 10% increase in Worcester expenditures rather than the 5% that has been proposed as a goal. Motion-Perotto @ #55 CC – Adopted (Attachments)

 

51b.   Request City Manager provide the City Council with a list of college expenditures that reveal the companies and type of goods for Worcester as well as a list of the same for outside the City and to use this data as part of our efforts to attract additional businesses. 51d.   Request City Manager organize City personnel and/or private sector personnel to conduct a site view of other SMOC “Continuum of Care” facilities including but not limited to Holt Street, Fitchburg, the Millbury MA site and similar sites that house women involved in the early stages of their substance abuse recovery.  Such a review shall include interviewing abutters, local officials and members of the neighborhoods surrounding said sites for an assessment of the performance of SMOC’s mission to promote a congregate living environment. 51e.   Request City Manager speak with officials from SMOC to express to the them the belief that their proposal to house 29 clients at the 2 June Street facility is too high of a density for a highly residential neighborhood such as Newton Square. 51f.    Request City Manager speak with officials from SMOC and ask them to provide the City with the “drop-out percentage rate”; i.e. the number of clients who enter the 18-24 months long program and the number who graduate the program. Said statistics should be provided for each of the SMOC facilities offering these services over a period of the past three (3) years. 51g.   Request City Manager speak with officials from SMOC to express concern that the 2 June Street facility will not have 24-hour professional staff on hand, and that the proposed staffing level of only one professional during work hours and one residential manager in the off hours for the proposed 29 clients is inadequate to achieve their stated goals of a congregate living environment. 51h.   Request City Manager speak with officials from SMOC concerning their proposal to allow curfew at the 2 June Street site of Midnight on weekdays and 1:00 a.m. on weekends for their clients who are in the nascent stage of the substance abuse recovery, requesting they understand that the Newton Square neighborhood is a working person’s neighborhood in which a majority of residents have a self-imposed curfew of 9:00 - 10:00 p.m. Motion-Rushton, Smith, Petty, Toomey, Clancy, Perotto, Murray @ #7-13 CC – Adopted (Attachments)

 

51i.    Request City Manager speak with officials from SMOC to express concern that the proposed entrance requirement of “in general” a 30-day sobriety for potentials clients of the proposed 2 June Street facility is too vague and too short of a demonstrated recovery period. Further, express to officials from SMOC a stated desire of a minimum 60-90 day recovery period for acceptance into this facility and to remove the language “in general” and insert in place thereof, “required”.
