35.     Request Administration to provide City Council with a Payment-In-Lieu-Of-Taxes policy within the next 60 days that includes a mandate to institutions that acquire properties outside of their predetermined Institutional Zones and subsequently incorporate those properties into the function of their institution and by removing the properties from the real estate tax rolls.  Said PILOT policy of the Administration to consider including provisions that a payment be made to the City of Worcester when the property purchased outside the Institutional Zone is converted to an educational or healthcare use, or that an annual payment be made equal to 50% of the real estate tax bill for the year in which the property is converted to either an educational or healthcare use, and that off-street parking be created so as to minimize the impact of the conversion from residential to institutional use.  (Nadeau)
