Worcester, MA (April 26, 2017)- On Wednesday, April 26, 2017, members of the Worcester Police Vice Squad were working in an undercover capacity while conducting surveillance in the Millbury Street and Harding Street areas. The undercover officers were there to combat the drug problem that is known to be prevalent in that area.
At approximately 2:10 PM, the officers paid particular attention to a male that looked out of place to them. The male was later identified as Andrew Duclos, 32-years-old of 9 Canton Street, Worcester. The male gained the attention of the officers because he was standing outside wearing gym shorts, flip flops and a sweatshirt. The weather was cool, rainy and damp. It appeared to the officers watching that Mr. Duclos was waiting to be picked up. While waiting for his assumed ride, Mr. Duclos was observed making several short phone calls while pacing back and forth.
Within a few minutes a vehicle pulled up next to Mr. Duclos. Inside the vehicle was a male driver, later identified as Moises Rosado, 32-years-old of 136 Freemont Street, Worcester and a female passenger, later identified as Ashley Enwright, 27-years-old of 109 Merrifield Street, Worcester.
Mr. Duclos entered the vehicle and drove off. The vehicle drove in the immediate area for only a minute. Vice officers followed the vehicle as it drove aimlessly around the block until it stopped on Millbury Street by Canton Street.
Mr. Duclos exited the vehicle and began to examine a small object in his hand. At this time Mr. Rosado drove off.
Vice officers believed that they had witnessed a street level drug transaction. At this time the officers exited their unmarked police vehicle and approached Mr. Duclos. Upon seeing the approaching officers Mr. Duclos discarded the object. One of the officers retrieved the discarded item. The officer recovered a small plastic knotted bag that contained crack cocaine.
Mr. Duclos was placed under arrest and charged with Possession of Class B Substance.
Other undercover officers followed Mr. Rosado’s vehicle and signaled it to pull over once it was confirmed that Mr. Duclos was in possession of illegal narcotics. The vehicle was stopped in the area of Sigel and Harding Streets.
Mr. Rosado was placed under arrest and charged with Distribution of Class B Substance (second or subsequent offense) and Conspiracy to Violate Controlled Substance Laws.
Ms. Enwright was placed under arrest and charged with Conspiracy to Violate Controlled Substance Laws. Ms. Enwright also had an outstanding arrest warrant in effect for larceny over the Value of $250.00.
A search of Mr. Rosado produced $1,396.00 in cash and a cell phone.
The cash and drugs were confiscated as evidence.
All three suspects will be arraigned at the Worcester County District Courthouse on Thursday, April 27, 2017.
