Worcester, MA (November 1, 2017) - For the past several weeks, members of the Worcester Police Vice Squad had been investigating a male that was dealing heroin in the area of Main Street by Hitchcock Street. During the past several weeks undercover officers were conducting surveillance and “controlled buys” from this male. Investigators eventually were able to identify the male as Angel Morales-Rodriguez, 51-years-old of 27 Tirrell Street.
On this day, November 1, 2017, the suspect male was seen in the Main and Hitchcock area. At approximately 10:40 AM, Mr. Rodriguez was observed walking throughout the neighborhood while continuously on his phone. Mr. Rodriguez was walking on Lowell Street towards Main Street. At this time Mr. Rodriguez was seen meeting up with a male, later identified as Trai Duc Tat, 53-years-old of 1022 Main Street. Undercover officers observed the two men make a quick exchange and then part in different directions. Drug investigators believed that they had witnessed a street level drug transaction take place.
A few minutes later Mr. Rodriguez was seen meeting up with a second male, later identified as Pablo Cartagena, 45-years-old of 6 Wyman Street. Again, the undercover officers observed another street level drug transaction take place between the two. The two men then parted ways.
Once all three men were separated, officers stopped the two suspected buyers. Both men were found to have in their possession recently purchased heroin. At this time the officers stopped Mr. Morales-Rodriguez as he exited a store after making a purchase. Mr. Morales-Rodriguez attempted to flee but was quickly apprehended.
A search of Mr. Morales-Rodriguez produced $15 in cash and a loaded hypodermic needle that contained heroin.
Mr. Morales-Rodriguez was charged with 2 counts of Distribution of a Class A Substance (2nd or subsequent offense) and Possession of Class A Substance.
Mr. Tat and Mr. Cartagena were both placed under arrest and charged with Possession of Class A Substance. Mr. Cartagena also had an outstanding arrest warrant in effect for motor vehicle offenses.
All three men will be arraigned tomorrow, November 2, 2017, at the Worcester County District Courthouse.
