Friday, September 22, 2017- On Friday, September 22, 2017, Members of the WPD Vice Squad were in possession of a search warrant for 3 Wall Street, first floor, 273-A Lincoln Street (Loyal Cuts) and for 271 Lincoln Street (R.R. Urban Clothing). The targets of this investigation were Luis Roman, 45-years-old of 3 Wall Street, Michael Ortiz, 32-years-old of 11 Kingsbury Street and Luis Blandino, 28-years-old of 3 Wall Street, all Worcester addresses.
The warrants were issued after a lengthy drug investigation.
On this day, undercover vice officers set up surveillance at 3 Wall Street. Throughout the morning officers observed Mr. Ortiz leaving 3 Wall Street and walk to Branch Street and conduct several quick street level drug transactions. Mr. Ortiz was also seen conducting a street level drug transaction in front of 3 Wall Street.
At approximately 11:00 AM, Mr. Roman and Mr. Ortiz were seen leaving 3 Wall Street with a female, identified as Rafaela Ortiz, 52-years-old of 11 Kingsbury Street. The three were seen entering a blue Ford F-350. The truck drove off with some of the surveillance team following in unmarked police vehicles. The truck was followed to the Worcester County District Courthouse. The truck stopped in front of the courthouse. Mr. Roman and Mr. Ortiz were seen exiting the truck and walk into the courthouse. The truck, driven by Ms. Ortiz, turned onto Thomas Street. Officers were aware that Ms. Ortiz was operating the truck with a suspended driver’s license. The truck was subsequently stopped by the officers.
In the truck, officers discovered a large bag that contained heroin and two other bags containing approximately 26 individual bags of heroin. The heroin weighed in at approximately 26 grams. Officers also located seven knotted bags of crack cocaine.
Meanwhile, undercover officers went into the courthouse and located Mr. Roman and Mr. Ortiz and placed them under arrest. At this time other members of the surveillance team executed the search warrant for 3 Wall Street.
The search at 3 Wall Street produced two handguns, $15,000 in cash several knotted bags of heroin, several digital scales, packaging materials, cutting agents, surveillance cameras, cell phones, and knotted bags containing unknown pills. Inside this address officers located a male identified as Luis Blandino, 28-years-old. Mr. Blandino resides at 3 Wall Street. Mr. Blandino was placed under arrest and charged with Possession of Class A Substance with the Intent to Distribute. Mr. Blandino also had an outstanding arrest warrant in effect for past related drug related offenses.
The search for 273-A Lincoln Street produced a large knotted bag that contained a suspected cutting agent, packaging materials (with residue), a digital scale (with residue), capped vials, crib notes and three Gabapentin pills.
The search for 271 Lincoln Street provided negative results.
Mr. Roman was charged with Trafficking in Heroin (18-36 grams), Possession of Class A Substance (second or subsequent offense), Possession of Class B Substance (crack cocaine) with the Intent to Distribute (second or subsequent offense), 2 counts of Improper Storage of a Firearm and 2 Counts of Possession of a Firearm in the Commission of a Felony.
Mr. Ortiz was charged with trafficking in Heroin (18-36 grams), Possession of Class A Substance with the Intent to Distribute (second or subsequent offense), and Possession of Class B Substance (crack cocaine) second or subsequent offense.
Ms. Ortiz was charged with Trafficking in Heroin (18-36 grams), Possession of Class A Substance with the Intent to Distribute (second or subsequent offense), Possession of Class B Substance (crack cocaine) second or subsequent offense, Operating a MV after a Suspended License. Ms. Ortiz also had outstanding arrest warrants in effect for past drug related offenses.
All cash and drugs were confiscated and turned into police headquarters and cataloged as evidence. All four suspects will be arraigned on Monday, September 25, 2017, at the Worcester County District Courthouse.
